Responsibilities
Highlights of Responsibilities
In fulfillment of the primary duty described above, and in performance of PWS Section 6.4.3 task requirements, the candidate is responsible for:
- Holding continuing ownership of the Software License Management and Accountability Program Implementation Plan and its Standard Operating Procedures and TTPs - authoring them for Government review and acceptance, and thereafter maintaining them as living documents that govern enterprise software accountability across the J6 C4E environment for the full period of performance.
- Conducting recurring review of the Program Implementation Plan, Standard Operating Procedures, and TTPs against changes in the J6 environment, publisher licensing models, DoD and DISA policy, and observed program performance - determining when revision is warranted, authoring the revision, and issuing the updated procedures to the personnel and processes they govern.
- Advancing DISA J6 C4E software ITAM maturity toward a proactive posture - assessing current-state practice, determining where accountability gaps exist, and implementing or recommending the process changes required to close them.
- Independently evaluating the J6 software license position within the DISA J6 C4E Software ITAM system and determining whether available entitlement supports a requested provisioning action.
- Authorizing or withholding software installation on the basis of that determination - which requires interpretation of the applicable publisher licensing model and enterprise agreement scope rather than reference to a fixed standard - and determining when a request must instead be deferred or escalated to the Government for procurement action, licensing exception, or security review.
- Determining license allocation and assignment to named DISA J6 C4E supported customers, maintaining the authoritative record of those assignments, and certifying the assignment of named users to software licenses reflected in the Authorized Provisioned Software License Report.
- Determining which license positions constitute low-availability or other conditions warranting Government attention, and advising the J6 Software Asset Manager on availability, provisioning posture, and the operational implications of the current position.
- Establishing and maintaining the authoritative provisioned software list (SAM Approved List), and determining what qualifies for inclusion and what documentation is sufficient to sustain it as the system of record.
- Governing one-to-one reconciliation between deployment and usage records and purchase and license records, investigating variances, and determining their root cause and appropriate resolution.
- Governing the integrity of software asset data across ServiceNow and the DISA J6 C4E Software ITAM system of record - determining when data conditions compromise the reliability of the license position, and directing correction, reconciliation, or process change accordingly.
- Producing and interpreting the Authorized Provisioned Software License Report and the Open and Processed Ticket/Task Report, and presenting the license position and its implications to Government leadership.
- Downloading, maintaining, and controlling custody of software programs and license keys within the software library, in accordance with the accountability standards the candidate establishes and maintains.
- Performing the transactional and record-keeping tasks attendant to these determinations - including request intake and status update within ServiceNow and entry of provisioning records - in furtherance of, and subordinate to, the program administration duties described above.

- Active Secret security clearance at time of award.
- Demonstrated ability to exercise discretion and independent judgment with respect to matters of significance, including software license position determinations, reconciliation variance resolution, and recommendations relied upon by the Government in software investment decisions.
- Strong organizational and time management skills.
- Demonstrated ability to author and maintain standard operating procedures and program documentation that govern the work of others.
- Working proficiency with ServiceNow as the system of record for software request and software asset data.
- Good written, oral, and interpersonal communication skills; ability to present ideas in business-friendly and user-friendly language.
- Ability to effectively prioritize and execute tasks in a high-pressure environment.
- Highly self-motivated and directed; keen attention to detail.
- Team-oriented and skilled in working within a collaborative environment.
Education and Experience
- Required Education: Bachelor’s degree in Information Technology, Business Administration, Logistics, or a related field.
- Required Experience: 3 or more years of progressively responsible professional experience in software asset management, software license compliance, or IT asset management, with demonstrated progression into analytical, advisory, and program-governance functions.
- Demonstrated experience developing and maintaining standard operating procedures, process documentation, or program implementation plans governing enterprise IT asset or software license management.
- Prior experience supporting a DoD or J6 customer environment is strongly preferred.
- Required: ITIL v4 Foundations
- Preferred: IAITAM Certified Software Asset Manager (CSAM); Microsoft Licensing Fundamentals
Physical Requirements
The essential physical functions below are incidental to the primary administrative and accountability duties of this position and are performed in furtherance of the software asset management and license compliance responsibilities described herein:
- Ability to sit and stand for extended periods in a professional office environment.
- Ability to ambulate throughout office buildings and customer site locations within the National Capital Region.
