Overview

Position Purpose

The Manufacturing Procurement & Logistics Manager leads procurement, material planning, supplier management, transportation, warehousing, shipping, and delivery coordination for ModCon and FabCon. The role partners with project delivery and production teams to ensure materials, equipment, subcontracted services, and completed ENFRA products are available at the required location and time to support the overall project schedule. The manager is accountable for developing reliable supply and logistics plans from project award through final jobsite delivery, while controlling cost, quality, risk, and documentation.

Responsibilities

Duties & Responsibilities:

  • Identifies, evaluates, qualifies, selects, and negotiates with suppliers, subcontractors, carriers, brokers, rigging firms, warehouses, and logistics service providers to maximize quality, reliability, safety, and value while controlling total delivered cost.
  • Develops and executes procurement and logistics strategies that support ModCon and FabCon business plans, project requirements, shop capacity, customer commitments, and scalable growth.
  • Partners with Preconstruction, Estimating, Project Management, Engineering, BIM/VDC, Production, Quality, Safety, Finance, and field teams to translate the overall project schedule into procurement, material release, fabrication support, shipping, and jobsite delivery milestones.
  • Creates and maintains a project procurement and logistics plan that identifies required-on-site dates, required-at-shop dates, material release dates, supplier lead times, approval durations, production sequence, testing dates, shipping windows, and delivery constraints.
  • Participates in project kickoff, planning, schedule, production, and coordination meetings; communicates procurement and logistics status, constraints, risks, decisions, and recovery actions that could affect the critical path.
  • Maintains procurement and logistics schedules aligned with the project baseline and current forecast; evaluates schedule changes and adjusts purchase, expediting, staging, shipping, and delivery activities accordingly.
  • Sources, evaluates, and qualifies suppliers across assigned categories, including pipe, valves and fittings, sheet metal, structural steel, equipment, electrical materials, controls, insulation, consumables, packaging, and subcontracted services.
  • Builds and maintains a strong supplier and carrier base, including qualified secondary and contingency sources, to reduce risk associated with capacity, geographic concentration, quality, price volatility, transportation, and long-lead materials.
  • Manages bid requests, commercial evaluations, scope alignment, purchase orders, subcontracts, change orders, freight terms, delivery terms, payment requirements, warranties, and vendor documentation in accordance with company policies and delegated authority.
  • Coordinates technical and commercial submittals, approved vendors, approved equals, release packages, fabrication drawings, bills of material, quantities, specifications, and revisions before material or equipment is purchased.
  • Forecasts demand using project schedules, production plans, bills of material, historical usage, inventory levels, and anticipated business volume; communicates demand forecasts to key suppliers and internal stakeholders.
  • Manages supplier performance using on-time delivery, quality, responsiveness, commercial compliance, lead time, and issue-resolution metrics; establishes corrective actions and escalates recurring performance failures.
  • Expedites long-lead and critical-path materials and equipment from approval through manufacture, inspection, shipment, receipt, and release to production; verifies progress rather than relying only on promised dates.
  • Coordinates supplier inspections, witness points, factory acceptance testing, quality documentation, material test reports, certificates of compliance, warranties, spare parts, and turnover records as required by the project.
  • Plans inbound logistics to the ModCon/FabCon facility, including routing, mode selection, carrier scheduling, freight consolidation, delivery appointments, unloading requirements, receiving priorities, and resolution of shortages or damage.
  • Oversees receiving, verification, inspection coordination, inventory control, location management, kitting, staging, preservation, and issuance of materials to production in the sequence required by the shop schedule.
  • Establishes material identification and traceability practices to ensure purchased items, customer-furnished equipment, fabricated components, and completed products can be tracked through receiving, storage, production, testing, shipping, and delivery.
  • Manages storage plans for indoor, outdoor, off-site, secured, climate-sensitive, oversized, high-value, and customer-furnished materials; ensures proper preservation, protection, cycle counting, housekeeping, and damage prevention.
  • Develops outbound logistics plans for fabricated pipe, ductwork, skids, equipment modules, pipe racks, multi-trade assemblies, central utility plant modules, and other ENFRA products from the shop to the jobsite.
  • Coordinates shipment readiness with Production, Quality, Project Management, and the field, confirming completion status, punch-list requirements, testing, documentation, preservation, packaging, labeling, center of gravity, lifting points, weight, dimensions, and release authorization.
  • Develops packaging, blocking, bracing, weatherproofing, load sequencing, tie-down, and transportation plans appropriate for the product and installation sequence; coordinates review by qualified technical or transportation resources when required.
  • Selects transportation methods and equipment, including flatbeds, step decks, double drops, extendable trailers, specialized heavy-haul equipment, rail, barge, intermodal, and expedited freight, based on size, weight, route, schedule, risk, and cost.
  • Coordinates route surveys, bridge and clearance reviews, transportation permits, utility moves, escorts, police coordination, port or terminal requirements, road restrictions, weather monitoring, and other needs associated with oversized or overweight shipments.
  • Coordinates jobsite delivery dates and time windows with the project team, superintendent, customer, general contractor, crane or rigging provider, and carrier; confirms access, laydown, offloading equipment, labor, permits, traffic control, ground conditions, and delivery sequence before dispatch.
  • Manages just-in-time, phased, and installation-sequenced deliveries to minimize site congestion, double handling, storage exposure, and disruption to field operations.
  • Ensures shipping documentation is complete and accurate, including packing lists, bills of lading, delivery tickets, permits, photographs, inspection releases, quality records, chain-of-custody documents, and proof of delivery.
  • Tracks every shipment from origin through final jobsite delivery; provides proactive status updates, manages exceptions, and coordinates recovery for delays, breakdowns, route changes, refused loads, damage, shortages, or missed delivery windows.
  • Coordinates claims and resolution for freight damage, loss, shortage, supplier nonconformance, late delivery, demurrage, detention, accessorial charges, and invoicing discrepancies.
  • Maintains accurate records of purchases, commitments, payments, freight costs, inventory levels, receipts, transfers, shipments, and proof of delivery in company systems.
  • Manages procurement and logistics budgets, forecasts, commitments, cash-flow timing, freight allowances, expediting costs, storage costs, and cost-to-complete; identifies variances and implements corrective actions.
  • Tracks and analyzes procurement and logistics KPIs, including cost savings, purchase price variance, supplier on-time delivery, lead-time performance, material availability, inventory accuracy, freight cost, damage, detention, and on-time jobsite delivery.
  • Implements and manages procurement, inventory, transportation, reporting, and document-control systems, tools, and processes that scale with the business and provide reliable visibility to project and operational teams.
  • Leads and develops procurement, material control, warehouse, shipping, and logistics personnel as assigned; establishes priorities, standard work, accountability, training, and cross-functional collaboration.
  • Ensures activities comply with company policies, contractual requirements, applicable laws and regulations, transportation and hazardous-material requirements, safety expectations, and customer-specific site rules.
  • Drives continuous improvement in sourcing, procure-to-pay, receiving, material flow, inventory, packaging, loading, transportation, and delivery processes using lessons learned and measurable performance data.
  • Maintains ENFRA culture and customer satisfaction through ownership, urgency, ethical supplier relationships, clear communication, and dependable delivery performance.
  • Performs other duties and accepts responsibilities outside the normal scope of work when necessary to support ModCon and FabCon operations.

Qualifications

Required Qualifications:

  • Bachelor's degree in Supply Chain Management, Logistics, Construction Management, Engineering, Business, or a related field or 4 years of related experience in lieu of degree
  • Five years of related experience and two years of leadership experience concurrently
  • Progressive experience in procurement, logistics, supply chain, material management, manufacturing, modular construction, industrial fabrication, construction, or related project delivery operations.
  • Demonstrated experience coordinating procurement and logistics activities with detailed project and production schedules.
  • Experience managing vendors, carriers, commercial negotiations, purchase orders, material expediting, receiving, inventory, shipping, and jobsite delivery.
  • Working knowledge of freight modes, specialized transportation, oversized and overweight shipment planning, packaging, load securement, permits, routing, delivery appointments, and proof-of-delivery controls.
  • Ability to read and interpret drawings, bills of material, equipment data, specifications, purchase documents, schedules, and logistics plans.
  • Comprehensive knowledge of procurement and logistics concepts, principles, controls, and performance measures.
  • Ability to lead employees, establish priorities, administer policies and procedures, contribute to budgets and strategic planning, and implement procedural change.
  • Ability to build collaborative relationships and work effectively with suppliers, carriers, customers, project teams, production teams, field leadership, and executive stakeholders.
  • Ability to meet deadlines, manage competing priorities, solve complex delivery problems, and operate effectively in a fast-paced environment.
  • Effective verbal, written, negotiation, presentation, and conflict-resolution skills.
  • Detail-oriented, commercially aware, and able to perform duties outside the normal scope of work when necessary.

Preferred Qualifications:

  • Experience supporting modular construction, central utility plants, data center infrastructure, equipment skids, pipe racks, mechanical or electrical assemblies, pipe fabrication, or duct fabrication.
  • Experience with JDE or a comparable ERP system, procurement platforms, transportation management, warehouse or inventory systems, Power BI, and digital production/project scheduling tools.
  • Experience with heavy-haul, rail, barge, port, intermodal, or other specialized logistics for large modules and industrial equipment.
  • Relevant certifications such as CPSM, CSCP, CLTD, PMP, Lean Six Sigma, or equivalent supply chain, logistics, transportation, safety, or project management credentials.

Travel Requirements:

  • 20-35% travel required for this position

Pay Range

USD $91,449.00 - USD $122,080.50 /Yr.
