the IS Delivery project team's technical authority and client advocate, responsible for planning, procurement strategy, construction oversight, system activation, and operational turnover of building automation and controls systems.This role ensures BAS infrastructure is capable of and supports all required project outcomes, including technical requirements, operational stability, resiliency, regulatory compliance, and financial obligations.The position provides leadership across architects, engineers, controls contractors, mechanical contractors, commissioning agents, and facility operations teams, ensuring that building automation systems are designed for performance, maintainability, cybersecurity, and long-term operational value.\nResponsibilities\nBAS Planning & Program Development\nSupport the project team by developing BAS procurement, contracting, and execution plans for IS Delivery portfolios.\nEnsure compliance with controls architecture, integration strategies, and interoperability standards.\nCollaborate with Engineering, Data Delivery, M&V, and Analytics to ensure system requirements for HVAC controls, central plants, critical environments, energy management, and fault detection systems are delivered by the construction team.\nCollaborate with ENFRA and client facilities leadership to align BAS systems with ENFRA designs specific to the project portfolio, required operational reliability, energy efficiency, and sustainability goals.\nLead technology evaluations for all proposed solutions, systems, platforms, and components\nEnsures bidder qualifications and quality control programs meet ENFRA requirements\nDesign Collaboration with Project Engineering Team:\nCollaborate on design and submittal documents for building automation systems.\nSupport Engineering teams to ensure compliance with:\nENFRA standards\nOwner requirements\nIndustry standards and best practices\nRegulatory requirements\nCybersecurity and IT standards\nCoordinate BAS integration with:\nHVAC systems\nCentral utility plants\nElectrical monitoring systems\nLighting controls\nSecurity and life safety systems\nAnalytics\nMeasurement and Verification\nParticipate in design reviews, constructability reviews, and value engineering efforts.\nProcurement & Contracting\nDevelop procurement documents and solicitations for control systems and integration platforms.\nPrepare and review for bidders:\nBAS specifications\nBid packages\nVendor qualification criteria\nEvaluate contractor proposals and recommend vendor selection.\nEnsure procurement aligns with open protocol standards (BACnet, Modbus, etc.) and owner interoperability requirements.\nConstruction Team Support\nProvide technical support during construction to ensure proper installation of:\nBAS infrastructure\nControls hardware\nField devices\nNetwork architecture\nProvide support with reviewing:\nSubmittals\nControls drawings\nSequence of operations\nNetwork architecture diagrams\nMonitor project progress to ensure adherence to schedule, budget, and quality standards.\nCommissioning & Functional Performance\nSupport building automation commissioning activities as required by ENFRA\nCollaborate with contractors, engineers, and commissioning authorities to ensure rapid, practical resolution of issues that impede project outcomes.\nSystem Integration & Data Strategy\nSupport BAS integration with enterprise systems including:\nEnergy management platforms\nAnalytics and fault detection systems\nCMMS / asset management systems\nIoT platforms\nFacilitate data architecture and naming conventions to support long-term analytics and reporting when required.\nSupport Turnover & Operational Readiness\nAssist with documentation, training, and system turnover to facility operations teams.\nReview:\nAs-built documentation\nGraphics\nControl narratives\nO&M manuals\nFacilitate BAS training programs for facility staff.\nSupport post-occupancy system optimization and performance tuning as required\nQualifications\nRequired Education, Experience, and Qualifications\n10+ years experience in building automation systems design, construction, commissioning, or operations.\nExperience with complex facilities such as:\nHospitals\nResearch laboratories\nPharmaceutical facilities\nMission-critical environments\nLarge commercial buildings\nExperience managing BAS through the full project lifecycle.\nPreferred Education, Experience, and Qualifications\nStrong knowledge of:\nHVAC control systems\nBAS architecture and
