At ENFRA, stability, innovation, and growth are more than just values-they are the pillars of our continued success.\nOverview\nPosition Purpose\nENFRA is seeking an experienced Preconstruction Lead to serve as the Delivery organization’s representative throughout project development. This role is responsible for ensuring projects are execution-ready by leading project planning, risk identification, constructability reviews, permitting and procurement diligence, stakeholder alignment, and transition planning.The Preconstruction Lead works hand in hand with the IS Delivery Regional Vice Presidents to establish the operational, financial, and strategic foundation required for successful project execution and serves as the critical link between Development and Delivery.\nResponsibilities\nDuties & Responsibilities:\nProject Readiness & Planning\nLead project readiness efforts from development through financial close.\n Evaluate scope, schedule, budget, constructability, procurement strategy, and project risks.\nDevelop milestone schedules, savings forecasts, spend curves, and execution assumptions.\nFacilitate Joint Readiness Certifications and executive risk reviews.\nRisk & Due Diligence:\nConduct market, labor, regulatory, permitting, and contractor risk assessments.\nLead Trade Partner Due Diligence and Permitting Due Diligence activities.\nFacilitate Risk Register development, reviews, and handoff to Project Controls.\nIdentify and drive mitigation of cost, schedule, and execution risks.\nExecution & Mobilization:\nCoordinate pre-close execution planning and At-Risk activities.\nSupport early procurement planning, utility interconnection efforts, site assessments, and environmental reviews.\nPrepare Internal Kickoff materials and execution readiness documentation.\nProject Launch & Handoff:\nPlan and facilitate Project Launch sessions.\nSupport development of the Project Execution Plan (PXP).\nEnsure effective transfer of project knowledge, risks, assumptions, and action items to the Delivery team\nCross-Functional Leadership:\nCollaborate closely with Development, Sustainability, Energy Analytics, Pre-Engineering, Pricing & Estimating, Legal, Financial Modeling, Supply Chain, Project Controls, and Delivery teams.\nInfluence decisions and drive alignment without direct authority.\nQualifications\nRequired Qualifications:\nBachelor's degree in Construction Management, Engineering, Project Management, Business, or related field, or equivalent experience.\n7+ years of experience in preconstruction, estimating, construction management, project planning, engineering, or related disciplines.\nStrong understanding of project delivery, scheduling, procurement, risk management, and construction execution.\nProven ability to lead cross-functional initiatives and manage complex stakeholder relationships.\nExcellent communication, facilitation, and organizational skills.\nPreferred Qualifications:\nExperience with Energy-as-a-Service (EaaS), healthcare, higher education, or complex facility projects.\nFamiliarity with JDE, Procore, Primavera P6, Microsoft Project, SharePoint, or similar project delivery tools.\nPMP, CCM, PE, LEED, or related certifications.\nTravel Requirements:\n50% travel required for this position\nPhysical Requirements & Work Environment:\nThe following physical requirements and work environment characteristics are representative of those required to successfully perform the essential functions of this position.
