The ideal candidate is a strategic communicator, relationship-builder, highly organized, and results-driven professional with a passion for workforce and economic development.\nKey Responsibilities:\nEmployer Engagement & Relationship Building\nConduct regular outreach to employers to identify workforce needs and promote WIOA-funded services such as OJT, WEX, and hiring events.\nBuild and maintain strong relationships with local businesses, chambers of commerce, industry associations, and community stakeholders.\nCollaborate with employers to design customized training or placement opportunities aligned with local labor market demand.\nServe as a consultant to businesses, offering workforce solutions and support in navigating program eligibility and funding processes.\nRepresent the workforce system at business forums, chamber events, and industry meetings.\nOn-the-Job Training (OJT) & Work Experience (WEX) Management\nIdentify suitable employers and job seekers for OJT and WEX placements.\nCoordinate OJT and WEX agreements, ensuring compliance with program policies and documentation requirements.\nMonitor participant progress and employer satisfaction throughout the training period.\nTrack and manage performance outcomes and expenditures related to OJT/WEX placements.\nParticipant Preparation & Support\nEngage with job seekers to identify their career interests and readiness for work-based learning opportunities.\nAssist participants with resume updates, interview preparation, and soft skill development tailored to employer expectations.\nMatch participants with appropriate OJT/WEX placements and follow up to ensure successful integration.\nHiring Events & Community Connections\nCoordinate, promote, and execute job fairs, hiring events, and employer panels in collaboration with SC Works Centers and community partners.\n Represent the program at community meetings, partner events, and employer forums to increase visibility and drive engagement.\nPromote equitable access to workforce services, especially for rural and underserved populations.\nLabor Market & Industry Intelligence\nUtilize labor market data and employer feedback to inform service delivery and identify emerging workforce trends.\nMaintain accurate records of employer interactions, job orders, and outcomes in state and local systems.\nCollaboration & Service Integration\nWork closely with SC Works center staff, training providers, and community partners to ensure seamless service delivery.\n Participate in Integrated Business Services Team meetings and contribute to regional workforce planning efforts.\nSupport the Business Services Manager in implementing sector strategies and special projects.\nCompliance & Reporting\nEnsure all employer services and work-based learning activities comply with WIOA and state policies\nMaintain documentation and reporting in accordance with federal, state, and local requirements.\nWork Environment & Travel:\nBased in SC Works Centers across the region; travel throughout Lancaster, York, and Chester Counties required. Occasional evening or weekend hours may be needed for hiring events or outreach.\n Required Skills & Qualifications:\nHigh School Diploma or equivalent.\nTwo (2) or more years of experience in workforce development, business engagement, human resources/recruitment, sales, or community outreach\nDemonstrated ability to meet or exceed annual performance goals, business development targets, or program outcomes.\nProven ability to manage multiple projects and priorities in a fast-paced environment.\nExcellent written and verbal communication skills.\nStrong interpersonal skills with the ability to build trust, credibility, and long-term relationships with employers, community partners, and job seekers.\nProficiency in data management, reporting, and documentation.\nFamiliarity with workforce development, WIOA programs, economic development, or related workforce initiatives.\nMust be comfortable using technology, customer relationship management (CRM) systems, and case management systems.\nAbility to analyze employer workforce needs and develop customized workforce solutions.\nPreferred Qualifications :\nExperience in business-to-business (B2B) sales, account management, business development, or consultative selling.\nExperience working with employers to develop workforce solutions, training programs, or talent pipelines.\nKnowledge of local labor market trends, high-demand industries, and workforce development resources.\nExperience coordinating hiring events, job fairs, or employer engagement activities.\n All your information will be kept confidential according to EEO guidelines.\nEquus Workforce Solutions is a leading provider of workforce development services in North America.
