The Role
Government water systems (JJM-IMIS, AP Mana Mitra, RWSS) carry uncertain Power BI licensing, and EAII’s current Inline Chlorination (ILC) reporting depends on Power BI - a tool that cannot be embedded natively into state portals or shared with officials who lack licences. This role reports to the Manager, Safe Water Operations. In this role, you will build and harden a lightweight, fully org-owned alternative: standalone HTML/CSS/JavaScript dashboards fed from public Google Sheets CSV exports and REST/JSON endpoints. This removes the licensing barrier, deploys anywhere, and gives EAII full ownership of its reporting stack for the India Safe Water - Inline Chlorination (ISW-ILC) programme.
Responsibilities
Dashboard Development
- Build standalone, responsive dashboards in HTML/CSS/vanilla JavaScript using Chart.js - no Power BI dependency, no proprietary runtime.
- Integrate live data via REST/JSON endpoints and public Google Sheets CSV feeds; handle pagination, rate limits, and schema drift.
- Architect a JSON-driven configuration layer so new indicators, sites, and districts can be added without touching code.
- Package the dashboard for self-hosted government deployment (static hosting or Windows Service), including kiosk and mobile layouts, meeting WCAG AA accessibility standards.
Government Integration & Handover
- Conduct a source/API audit and define a data contract and JSON schema during the discovery phase.
- Wire REST APIs and build the config-driven indicator layer required for government integration.
- Prepare documentation and a maintenance runbook, and conduct knowledge transfer to the Program Operations team at close of engagement.
- Present fortnightly demos against agreed milestones; hand over all code and documentation to EAII at the end of the engagement.
Deliverables & 6-Month Timeline
- Month 1 - Discovery & setup: source/API audit, data contract, JSON schema, design mock-ups.
- Months 2-3 - Core build: reusable HTML/CSS/JS dashboard on live JSON/CSV feeds; core ILC indicators.
- Month 4 - Government integration: REST API wiring, config-driven indicator layer, accessibility pass.
- Month 5 - Hardening: self-hosted government deployment, kiosk/mobile views, documentation.
- Month 6 - Handover: documentation, maintenance runbook, knowledge transfer to Program Operations.
Requirements
Essential
- Bachelor’s degree (Master’s preferred) in engineering, computer science, IT/data systems, or a related field
- 4+ years of experience in advanced HTML5 and CSS3 (Flexbox/Grid), including responsive and kiosk layouts
- Vanilla JavaScript (ES6+); familiarity with Chart.js or similar visualization libraries
- Experience consuming REST/JSON APIs and CSV feeds, including fetch, async operations, and error handling
- JSON data modelling, with a config-driven approach enabling no-code-change extensibility
- Proficiency with Git, WCAG AA accessibility standards, and cross-browser QA
- Willingness to travel upto 40% of the time across Andhra Pradesh and other states as required
Desirable
- Experience with government/public-sector data integration
- Experience with static site and self-hosted deployment (e.g., Windows Service / NSSM)
- Familiarity with Power Query / Google Sheets Apps Script (useful for handover)
- Basic knowledge of D3.js and geospatial/choropleth mapping
- Design sensibility aligned with Evidence Action's brand system

Position Location
This is a 6-month consultancy engagement, with the possibility of extension based on organizational needs. The position will be based in New Delhi.

Consultancy Fees: Competitive and commensurate with the individual's credentials, experience, and previous pay scale.
