Systems Engineer (Spectrum SME)

Expression is seeking a highly motivated Systems Engineer (Spectrum SME) to support electromagnetic spectrum engineering, analysis, and management for military and government spectrum-dependent systems. The role involves reviewing and evaluating technical parameters of proposed mobile service provider systems, performing RF engineering analyses, validating system data, and assessing electromagnetic spectrum compatibility with existing government systems to support coordination and prevent interference.. The position requires the ability to interpret complex technical information, evaluate system performance parameters, identify potential spectrum compatibility issues, and develop engineering solutions that support operational requirements. It also involves periodic process and analytical tool improvement. The ideal candidate will have a background in military RF electronics, spectrum analysis, and systems engineering, with a focus on evaluating technical parameters and supporting operational requirements. This work supports electromagnetic spectrum operations (EMSO) and engineering, improving spectrum coordination and deconfliction across the Department of Defense (DoD) and its inter-agency partners.

Location:

• Onsite in Fort Meade, MD

Responsibilities:

• Evaluate technical parameters and operational requirements of military and government spectrum-dependent systems.
• Review and evaluate proposed commercial wireless network deployments and modifications to assess potential impacts on military and government spectrum-dependent systems.
• Perform engineering analysis to assess RF system performance, spectrum compatibility, and potential interference.
• Analyze potential interference scenarios involving commercial wireless systems and existing government systems operating within adjacent or overlapping frequency bands.
• Develop technical validation criteria and analytical methodologies to support spectrum engineering.
• Collaborate with technical teams to derive and validate system parameters from multiple sources.
• Use engineering and data analysis tools to manage and analyze technical datasets.
• Record, analyze, and maintain parametric data of military and government spectrum-dependent systems.
• Generate reports and present findings to Government stakeholders.
• Maintain configuration management of technical data and engineering documentation.
• Coordinate with engineering and operations teams to improve the accuracy and availability of spectrum data.
• Support equipment certifications, system allocations, assignments, and spectrum deconfliction.
• Provide technical support by investigating and resolving spectrum compatibility and RF interference issues.
• Contribute to the ongoing development of spectrum engineering processes, tools, and analytical capabilities.
• Perform user testing and validation of spectrum engineering software and tools.
• Support the refinement of technical processes and analytical methodologies to improve the consistency, accuracy, and efficiency of MSP engineering assessments.

Required Qualifications:

• Education: Bachelor's degree in Electronics or Electrical Engineering, or related STEM fields. Degree requirements can be waived based upon military experience.
• Technical Background: Experience with military electronics, RF systems, component-level troubleshooting, or electrical systems. Strong understanding of RF principles, antenna theory, propagation modeling, cellular communications, and wireless system characteristics. Ability to interpret electronic schematics, technical specifications, and engineering documentation, and perform basic RF calculations..
• Spectrum Engineering & Analysis: Experience or demonstrated understanding of RF engineering, spectrum compatibility, interference analysis, and technical data validation. Ability to evaluate transmitter and receiver characteristics, frequency relationships, and operational parameters.
• Software Skills: Proficiency with Microsoft Office and Sharepoint tools. Experience using engineering or analytical software to evaluate RF system characteristics, spectrum compatibility, and interference. Familiarity with spectrum management processes, technical data validation, and analysis of large datasets.

Preferred Qualifications:

• Technical experience (i.e., designing, manufacturing, repairing) with RF systems (e.g., Radios, Sensors, Jammers).
• 5+ years of experience as a military electronics technician (or equivalent depending upon the Service). Ideally a depot-level component repair technician.
• 5+ years of experience in Spectrum Analysis, RF engineering, or spectrum management.
• Experience supporting DoD, federal government, or military spectrum engineering programs.
• Familiarity with commercial cellular technologies, including LTE and 5G NR.
• Experience evaluating RF interference, spectrum compatibility, and electromagnetic environmental effects.
• Familiarity with mobile service provider coordination, commercial wireless infrastructure, or carrier network deployments.
• Experience developing engineering assessments, technical reports, and mitigation recommendations.

Additional Information:

This role does not involve hands-on equipment repair. It focuses on systems engineering, spectrum analysis, technical research, and spectrum management support.The engineer will evaluate commercial wireless deployments and their potential effects on military and government systems, contributing to engineering recommendations that support spectrum coordination and mission assurance. Preference will be given to candidates with military electronics training and experience in RF systems, including depot-level repair; however, specific education and experience requirements may be waived based on demonstrated technical knowledge, relevant experience, and capabilities..
