Eligible locations are subject to change based on business needs and employment registration requirements.\nClearance Requirement: Active Secret Security Clearance required at time of employment\nCompensation Range: $74,218 - $104,218 annually (dependent upon experience)\nTravel Requirement: N/A\nPosition Summary\nThe Technical Course Developer designs and develops technical training programs for SATCOM and military systems, supporting operators, maintainers, engineers, instructors, and logistics personnel. This role creates curriculum, instructional materials, eLearning content, and assessments while ensuring compliance with NATO training standards.\nThe position works closely with engineering, logistics, and customer teams to perform training needs analysis, develop courseware, integrate technical documentation, and support the delivery and sustainment of training programs.\nSupervisory position: Y N\nKey Responsibilities\nParticipate in Training Needs Analysis (TNA) activities and identify training requirements through Target Audience Analysis, Task Analysis, Performance Gap Analysis, and DIF Analysis.\nDevelop learning objectives, curricula, instructional materials, and assessment strategies aligned with customer and program requirements.\nApply Instructional Systems Design (ISD) principles and NATO Systems Approach to Training (NSAT) methodologies throughout the training lifecycle.\nDevelop and maintain technical training programs covering SATCOM systems, Fly-Away terminal operations, maintenance procedures, cybersecurity fundamentals, and system administration.\nCreate comprehensive training products including Student Guides, Instructor Guides, Master Lesson Plans, Course Syllabi, Technical Presentations, Laboratory Exercises, Job Aids, and Certification Packages.\nDesign and develop SCORM-compliant eLearning content, multimedia instruction, simulations, microlearning modules, and online assessments.\nDevelop performance-based assessments, certification programs, examinations, practical evaluations, and troubleshooting exercises.\nCreate and maintain Course Control Documents (CCD II and CCD III) supporting training strategies, delivery methods, learning objectives, and assessment criteria.\nCollaborate with engineering and logistics teams to integrate technical manuals, maintenance documentation, operational procedures, and system updates into training materials.\nConduct training material reviews, validation activities, customer reviews, pilot course assessments, and quality assurance efforts.\nSupport Train-the-Trainer programs, instructor certification events, and formal training handover activities.\nEnsure training products remain synchronized with approved system baselines, technical publications, and engineering changes.\nParticipate in Training Needs Analysis (TNA) activities and Training Needs Analysis Working Groups (TNAWG). \nDevelop Enabling Learning Objectives (ELOs) and associated instructional content. \nEstablish learning paths, course structures, assessments, certification requirements, and training evaluation criteria. \nValidate training content through instructor reviews, student feedback, pilot courses, and SME evaluations. \nRequired Qualifications\nEducation\nAssociate’s degree in one of the following disciplines: Instructional Design, Educational Technology, Technical Education, Engineering, Information Systems, Telecommunications, Military Training Development, or related field.\nExperience\nMinimum 8 years of experience developing technical training programs.\nExperience supporting defense, aerospace, telecommunications, SATCOM, IT, or military programs.\nExperience performing curriculum development, instructional systems design, and adult learning program development.\nExperience developing instructor-led, virtual, and self-paced training solutions.\nDemonstrated ability to work effectively with engineers, technical subject matter experts, and military stakeholders.\nExperience developing technical documentation, assessments, certification programs, and learning management system content.\nCompensation - Salary\nAt Fairwinds, we consider many factors when it comes to compensation, including the scope of the position as well as your background and experience. Base pay may vary depending on job-related knowledge, skills, location and experience.
