This project aims to improve the resilience and sustainability of Slough STW, ensuring it meets tougher Environment Agency standards and achieves better environmental performance. Improvements include expanded treatment capacity, advanced systems for removing ammonia and phosphorus, upgraded storm-flow management, and robust new power infrastructure. The partnership combines Ferrovial Construction’s expertise in UK infrastructure projects with Cadagua’s broad experience in international water treatment.\nRole purpose\nManage procurement activities for the Slough project, coordinating tendering, bid evaluation and subcontract documentation with the design, construction, commercial and planning teams, and preparing package recommendations for the JV and Thames.\nKey responsibilitie s\nProcurement strategy and coordination\nWork collaboratively with the design and construction teams to coordinate procurement activities.\nLiaise with Thames commercial representatives on the objectives and requirements of SAF 1 and 2.\nParticipate in JV meetings to discuss procurement strategy and chair a weekly procurement meeting and maintain Master Procurement Plan for the Project, and for reporting to Thames.\nCoordinate with the mechanical and electrical (M&E), civils and relevant teams to achieve a consistent approach where possible and in line with the procurement governance of the Project.\nLiaise with JV planners on programme requirements and associated time documentation.\nTender preparation and administration\nAdminister prequalification and tender processes, including correspondence with selected supply chain bidders.\nPrepare the list of proposed tenderers from the appropriate source (Framework, core supply chain, past experience).\nPrepare and amend standard invitation to tender (ITT) documents for issue to bidders.\nManage tender queries on a day-to-day basis.\nArrange tender meetings for each package and lead mid-term and final tender meetings.\nBid evaluation and recommendations\nPrepare bid analysis documents for review, where appropriate.\nChair the post-tender assessment meeting with relevant teams, and draft a comparative chart (commercial).\nPrepare recommendations, and get approvals based on Procurement Authority Matrix for the JV and Thames on each procurement package.\nMeet with Thames and supply chain bidders to review bid compliance and discuss and agree proposed changes to terms and conditions, within the role’s delegated authority.\nSubcontract documentation and contractual support\nDraft proposed subcontract conditions and prepare Data Part One and agreeing the final terms and condition of the Contract.\nPrepare, compile and amend Works Information documents for potential subcontract packages, and working as a chairperson to maintain a consistent Works Information throughout relevant teams\nProvide contractual advice on the procurement of specialist items and strong ability to choose the right type of contract depending on different work packages.\nQualifications, skills and experience\nGood knowledge of NEC contracts and other bespoke contracts.\nPrevious experience as a procurement lead in construction and line management experience.\nExcellent communication skills, with the ability to engage effectively across the company and with partners, suppliers and customers.\nStrong influencing and persuasion skills, with the ability to build effective working relationships at different levels.\nA structured and methodical approach to managing procurement activities and documentation.\nA strong attitude to act as a champion to maintain a proper governance of procurement.\nDesirable experience\nExperience in water treatment.\nExperience of working in an international organisation.\nExperience in working as a Joint Venture/or with Consortium.\nPlease note that this job description does not represent a comprehensive list of activities and employees may be requested to undertake other reasonable duties.\nSeize the challenge.
