Responsibilities: \n Review and analyze RFQs, ITBs, Scope of Work (SOW), BOQs, MTOs, technical drawings, specifications, and responsibility matrices.\n Perform Quantity Take-Offs (QTO) for civil and concrete works, including reinforced concrete structures, manholes, piles, concrete, reinforcement, and formwork.\n Prepare cost estimates for civil works, painting and protective coatings, Passive Fire Protection (PFP), and thermal insulation.\n Calculate direct and indirect costs, including materials, consumables, labour, equipment, subcontractors, logistics, overheads, and contingencies.\n Prepare man-hour estimates, productivity calculations, manpower loading, and preliminary work schedules.\n Develop BOQs, MTOs, detailed cost breakdowns, Excel-based estimating models, and technical and commercial proposals.\n Prepare tender assumptions, exclusions, clarifications, and technical-commercial queries.\n Request, review, and compare supplier and subcontractor quotations.\n Identify scope gaps, technical discrepancies, cost risks, and potential commercial exposures.\n Maintain tender registers, historical pricing databases, and cost estimation records.\n Coordinate with Sales, Operations, Project Management, Contracts, and Technical Documentation teams.\n Support the handover of awarded projects to the execution team.\n Present cost estimates and pricing recommendations to the Commercial Director for final approval.\n Requirements : Preferably 5+ years of relevant experience in tendering, cost estimation, proposal engineering, or quantity surveying.\n Experience in EPC/EPCM, Oil & Gas, industrial construction, or industrial services projects.\n Proven ability to independently perform quantity take-offs and prepare cost estimates based on engineering drawings.\n Practical knowledge of civil construction works is essential.\n Experience in protective coatings, PFP, and thermal insulation is an advantage.\n Bachelor’s degree in Civil Engineering, Mechanical Engineering, Industrial Construction, or a related technical discipline.\n Strong understanding of RFQs, ITBs, SOWs, BOQs, MTOs, unit rates, and cost breakdown structures.\n Experience in man-hour estimation, labour productivity calculations, manpower planning, and equipment costing.\n Advanced Microsoft Excel skills, including formulas, pivot tables, and cost modelling.\n Ability to read engineering drawings and measure quantities using AutoCAD.\n Familiarity with Bluebeam or similar PDF markup tools.\n Knowledge of MS Project or Primavera P6 is an
