FHI 360 serves more than 50 countries and all U.S. states and territories.\nThe Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019-2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.\nIn Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.\nFHI 360 is seeking qualified candidates for a Finance Manager position based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.\nJob Summary:\nThe Finance Manager reports to the EpiC Ukraine Associate Director of Finance and is responsible for the overall financial management and administration of the EpiC project in Ukraine under U.S. Department of State (DOS) funding. The Finance Manager ensures full compliance with FHI 360 and DOS financial and accounting policies, procedures, rules, and regulations, including applicable federal requirements. Key responsibilities include leading budget development and budget monitoring, producing accurate and timely financial reporting, monitoring program expenditures and burn rates, and maintaining sound financial filing and documentation systems in accordance with award requirements.\nThe Finance Manager oversees sub-award financial management in close collaboration with the grants team, including financial monitoring of sub-recipients, review of financial reports, compliance verification, and capacity development and technical support to strengthen sub-recipients' grant management systems and ensure strong financial management of sub-agreements.\nThe Finance Manager also provides guidance and operational support to the project team, including procurement of goods and services, logistical support for local and international travel (including travel advances and expense reports) for staff and consultants, contract development and management, and maintenance of office inventory and assets. The role also includes reviewing and monitoring the accuracy of payroll calculations, including salaries, leave payments, sick leave payments, and other applicable employee payments, to ensure compliance with FHI 360 policies, applicable Ukrainian labor and tax legislation, and relevant award requirements.\nWorking closely with FHI 360 country, regional, and HQ offices, the Finance Manager monitors and safeguards the financial health of the project and prepares high-quality internal and external financial reports and deliverables.\nAccountabilities:\nComprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.\nReviews and analyzes monthly financial reports regarding budgets- actual and forecast.\nProvides recommendations and guidance to EpiC management on financial projects and compliances.\nTrack and monitor project expenditures against budget; including preparing monthly pipeline analyses for HQ EpiC team;\nParticipates and provides financial reporting for annual budget planning, audit reviews and assessments.\nEngaged in the more critical and confidential aspects of financial analysis.\nDuties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.\nWorks with confidential data, which if disclosed, might have significant internal and / or external effect.\nKeeps abreast with the latest trends in financial accounting and mentors staff.\nBuilds and trains staff on financial policies and procedures, GAAP practices and client relationships.\nEducation Qualification & Experience\nBachelor's Degree or its International Equivalent, in finance, accounting, or other related fields.\nMinimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.\nPast experience managing a financial analysis department is required.\nPrior work in a non-governmental organization (NGO).\nDemonstrated experience with USG cost principles, including PEPFAR regulations, GAAP accounting rules, and grants contract management; including prime award and subaward management.\nExperience working with an international organization.\nTypical Physical Demands:\nTypical office environment.\nAbility to spend long hours looking at computer screen and doing repetitive work on a keyboard.\nAbility to sit and stand for extended periods of time.\nAbility to lift/move up to 5 lbs.\nTechnology to be Used:\nPersonal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.\nTravel Requirements:\nLess than 10%\n**Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
