FIM (Fulcrum Infrastructure Management) is a management services company, managing social infrastructure assets on behalf of our parent company; global infrastructure investment company, Meridiam.

Our Welsh Education Partnership asset (WEPCo) is a joint venture and long-term partnership between the Development Bank of Wales (The Welsh Government) and Meridiam, with a view to design, build, finance, operate and maintain educational infrastructure over 25 years. The WEP teams’ role is to facilitate the delivery of new schools and colleges in Wales using the Mutual Investment Model (MIM) developed by the Welsh Government to finance major capital projects.

We have successfully delivered three primary schools and an all-through school, which are in operation, and our first two College campuses are now in construction.We have two further Colleges in development with construction due to commence in 2027.

We are looking for a suitably skilled Assistant Project Manager, with experience in the delivery of construction projects, ideally education, to join our team.

Key Requirements (Overview)

  • Experience supporting the development, design, construction or delivery of infrastructure or built environment projects.
  • Strong understanding of project management principles including programme management, risk management and stakeholder coordination.
  • Knowledge of construction processes, building fabric and health & safety legislation, including CDM regulations.
  • Ability to build effective relationships with clients, contractors, consultants, public sector bodies and delivery partners.
  • Strong organisational, analytical and problem-solving skills with the ability to manage multiple priorities.
  • Degree, HND or equivalent qualification in Construction, Engineering, Surveying, Project Management, Property or a related discipline.
  • Full UK driving licence with access to a vehicle for business travel.

The Role

Reporting to the Project Director and working closely with the wider WEPCo team, the Assistant Project Manager will support the successful development, procurement, delivery and operation of education infrastructure projects across Wales.

You will assist in coordinating project activities throughout the project lifecycle, from design development and planning through construction, commissioning and operational handover. Working across WEPCo and the dedicated project companies established to deliver individual schemes, you will help manage project programmes, coordinate stakeholder engagement activities, support procurement and approvals processes, monitor project performance and contribute to effective risk management and governance.

The role will involve working with a wide range of stakeholders including contractors, consultants, local authorities, Welsh Government representatives, funding partners and independent advisors. You may also support multiple projects at varying stages of development and construction simultaneously, helping to ensure projects are delivered safely, efficiently and to the highest standards.

About you

You will be a motivated and organised project professional with experience within construction, infrastructure development, technical consultancy or the built environment. You understand project delivery processes and enjoy working in collaborative partnerships to achieve successful outcomes. You have strong coordination and stakeholder management skills, with the confidence to engage effectively with contractors, consultants, clients and public sector organisations.

You are analytical, detail-oriented and capable of managing competing priorities while maintaining high standards of accuracy and professionalism. You will bring knowledge of project and programme management, risk management, reporting and budget monitoring, alongside a good understanding of construction processes and health and safety requirements. Experience within PPP/PFI environments, social infrastructure projects, facilities management or BIM-enabled projects would be advantageous but is not essential. Above all, you are committed to delivering high-quality projects, building positive relationships and making a meaningful contribution to education infrastructure across Wales.
