This role translates organizational priorities and workforce needs into an integrated learning strategy and establishes the structure required to deliver consistent, high-quality development experiences across the organization.\nIn conjunction with the Vice President of Learning and Organizational Development, this role plays a key role in the development of the enterprise learning roadmap, learning technology and systems, learning governance, program standards, measurement and analytics, and enterprise-wide learning programs.\nWorking closely with business leaders, Human Resources, the operational & technical learning team, subject matter experts, and external partners, you will support and champion the foundation that allows learning to move beyond individual events and courses toward structured programs, learning journeys, and career-aligned development experiences.\nApply now and transform your career with us.\nWhat you will be doing\nSupport the development and maintenance of the enterprise learning strategy and multi-year roadmap, translating business strategy, workforce priorities, and learner needs into clear learning priorities and investments. \nEstablish an integrated learning architecture that connects individual learning opportunities, structured programs, development academies, career paths, learning plans, and longer-term learning journeys. \nBuild and continuously improve the programs, processes, systems, tools, governance, and standards required to deliver learning consistently and effectively across the organization. \nDevelop and facilitate high-impact learning experiences while providing expertise and guidance in content design and delivery. Build the capability of others to create and facilitate effective learning experiences.\nProvide strategic oversight of the learning technology ecosystem, including the LMS and related platforms, ensuring systems support an intuitive learner experience, reliable administration, reporting, compliance, and future learning needs. \nEstablish standards and methodologies for learning design, program development, facilitation, evaluation, and learner experience to create consistency and quality across the learning portfolio. \nImprove and consistently monitor processes for evaluating, prioritizing, approving, and managing learning requests and investments. Ensure resources are directed toward the organization's highest-value capability needs.\nPartner with business and HR leaders to connect learning programs with career paths, role expectations, competency requirements, and development plans so employees understand how learning supports growth and career progression. \nEstablish learning metrics, dashboards, and evaluation approaches that measure participation, effectiveness, business impact, and return on learning investments. Use insights to continuously improve programs and inform future priorities. \nHelp build a culture where learning and development are viewed as shared responsibilities among employees, leaders, and the organization. Develop strategies that increase awareness, participation, leader advocacy, and accountability for development. \nServe as a strategic advisor to leaders and HR partners on learning needs, development strategies, and the appropriate learning solutions to address business challenges.\nPartner closely with the Director of Operational & Technical Learning to ensure operational programs and technical learning are supported by common learning standards, systems, processes, technology, measurement, and enterprise infrastructure while remaining responsive to business needs. \nIdentify and evaluate emerging learning practices, technologies, AI-enabled tools, and delivery approaches that can improve learning effectiveness, accessibility, scalability, and employee experience. \nEstablish and manage relationships with external learning partners, consultants, technology providers, and content vendors, ensuring investments deliver appropriate quality, value, and business impact. \nDevelop recommendations for learning resources, technology, staffing, and investments based on organizational priorities, demand, capacity, and anticipated future needs. \nWhat we are looking for\nBachelor's Degree Master’s degree strongly preferred.\n15+ years related experience required.\nExperience working within the heavy civil construction industry strongly preferred.\nExperience leading teams and project teams.\nSignificant end-to-end project/program management experience in successfully conceptualizing, planning, managing, delivering, and monitoring multiple, concurrent, and complex work streams in a matrixed organization with aggressive timelines.\nThe ability to present to large groups, facilitate and/or co-facilitate existing and future professional development training sessions.\nStrong organizational skills, creative thinking skills, and curriculum planning ability.\nStrong leadership and interpersonal skills.\nAbility to work autonomously and effectively in a fast-paced, complex environment.\nDemonstrated analytics experience; ability to analyze and synthesize both quantitative and qualitative data from multiple sources to identify themes and develop compelling recommendations.\nStrong critical thinking ability to identify interdependencies between issues, data, and outcomes.\nEstablished track record for taking a consultative approach to designing and delivering innovative learning programs with measurable business results that meet stakeholder needs.\nProven ability to communicate ideas and insights in person, virtually, and in writing, succinctly and with impact, understanding what is relevant vs. what is \"noise\" to audiences at all management levels.\nStrong relationship building and stakeholder management skills.\nStrong command of MS Office skills and experience with eLearning authoring tool such as Articulate or Captivate.\nAbility to travel 25-30%, on average to program, project and district
