If this sounds like a culture you would like to work in, you’re invited to apply for this role.\nJob Description\nFluor Arabia is seeking an experienced HSE Director to provide strategic and operational leadership for Health, Safety and Environmental functions across offices and projects within the MENA region. The role serves as a key business partner to regional and project leadership, ensuring safe, compliant, and sustainable project execution while supporting operational excellence, business growth, and client satisfaction.\nLead implementation of HSE management systems, standards, and processes across regional offices and projects.\nDevelop regional HSE strategies, objectives, and performance improvement plans.\nLead, mentor, and develop regional HSE teams and professionals.\nManage HSE budgets, workforce planning, and resource allocation to support project execution and business growth.\nLead internal and external HSE audits, including ISO 45001 and ISO 14001 certification activities.\nDevelop and deploy HSE and sustainability programs aligned with corporate and regional requirements.\nPromote a strong safety culture through training, coaching, awareness, and recognition programs.\nConduct compliance reviews and gap assessments and implement corrective action plans.\nCoach senior leaders and strengthen HSE accountability throughout the organization.\nProvide HSE performance reports, risk analysis, and improvement recommendations to leadership.\nMonitor industry trends, best practices, and regulatory developments to drive continuous improvement.\nBasic Job Requirements\nBachelor's degree in Occupational Safety, Engineering, or a related discipline.\nHSE qualification required.\nMinimum 15 years of progressive HSE leadership experience within EPC, petrochemical, energy, life sciences, advanced manufacturing, mining, or metals industries.\nExperience supporting large and complex capital projects.\nExperience managing geographically dispersed teams and stakeholders.\nMiddle East and multinational project environment experience preferred.\nStrong knowledge of construction HSE legislation, regulatory requirements, and industry standards.\nExperience with ISO 45001 and ISO 14001 standards and audits.\nLead Auditor qualification preferred.\nTapRooT® or equivalent incident investigation training preferred.\nProfessional HSE certification required such as CSP, NEBOSH Diploma, GradIOSH, CMIOSH, or equivalent.\nStrong leadership, stakeholder management, and influencing skills.\nExcellent verbal and written communication skills in English.\nAdditional regional language skills are advantageous.\nStrong analytical, strategic thinking, and problem-solving capabilities.\nProficient in Microsoft Office applications, including Excel and PowerPoint.\nAbility to build and maintain trusted relationships with clients, contractors, and internal stakeholders.\nMust be qualified and authorized to work in Saudi Arabia as an HSE Director.\nBased in Al Khobar with occasional travel requirements.\nOther Job Requirements\nPreferred Qualifications\nTo be Considered Candidates: Must be authorized to work in the country where the position is located.\nWe are an equal opportunity employer.
