This position performs duties, as assigned, and may support one or more Contract Administrator with typical routine duties. This position assists in the preparation of contract bids documents by participating in project discussions regarding construction philosophy and issues reports, as required. Executes awarded contracts by enforcing the terms and conditions of those contracts. Performs contract closeout duties and assists in the award of contract documents. This role is typically responsible for up to fifteen (15) complex and/or noncomplex contracts on a Fluor project. This position provides guidance to junior contract administrators on Fluor processes and practices.\nNegotiate contract terms and conditions, coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client)\nLead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents\nAnalyze commercial sections of proposals and coordination of technical proposal evaluations. Develop final proposal evaluations and prepare contract recommendations, and present recommendation to project team and/or client\nPerform contract management post-award activities through evaluating and status contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance\nPerform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations\nOther duties as assigned\nBasic Job Requirements\nAccredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements\nAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors\nJob related technical knowledge necessary to complete the job\nAbility to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines\nAbility to attend to detail and work in a time-conscious and time-effective manner\nOther Job Requirements\nContribute to and promote the use of Fluor’s knowledge management portals and communities\nStay current/updated with Contract Management practices and procedures; remain informed of current developments and potential changes within the Contract Management group\nParticipate in Fluor University® for training and career development\nEnsure timely issuance of contracts\nPrepare and issue monthly reports as required by the project or department\nParticipate in taskforce activities, as required\nUse reference systems to record and maintain project contract data\nPerform all other duties requested by immediate supervisor(s) in order to support and achieve project milestone goals\nDevelop and make formal presentations when given the opportunity\nOrganize and document communications and meetings with contractors\nRead and understand the Prime Contract\nParticipate in the development of the Project Contracting Plan and contract planning\nPerform Contractor resource survey\nDevelop contract risk assessment matrix and participate in risk reviews\nParticipate in project functional audits\nDevelop agendas and participate in project kick-off and alignment meetings\nPrepare Project Contract Procedures\nDevelop standard contract templates for a project\nCoordinate the timely issue/distribution/response of documents to the Contractor\nCoordinate/maintain control of Site Instructions\nPreferred Qualifications\nAccredited degree or global equivalent in Business, Construction Management, or Law or equivalent experience required\nExperience in contract management, subcontract administration, and/or procurement experience supporting engineering and construction projects\nExperience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation\nStrong understanding of contracting principles and legal terms and conditions\nBroad understanding of the construction industry and contract language associated engineering, procurement, fabrication, and construction/construction management (EPFC/CM)\nExperience with administering the Request for Proposal (RFP) process for contractors on heavy industrial construction projects\nExperience in managing the Contractor pre-qualification process\nExperience in conducting commercial evaluations, including the questions and answers (Q&A) and clarifications process with bidders\nExperience in negotiating commercial terms and the final contract price with bidders\nExcellent communication skills\nUnderstand technical terminology and developments\nApply technical skills or procedures\nSome basic knowledge of contract types and terms\nUnderstand and implement practices and procedures\nGenerate and consider alternatives\nIntermediate computer and software skills to include the use of word processing and email as well as the intermediate use of spreadsheets and electronic presentations\nSelf-motivated professional\nGood organizational skills\nAbility to multi-task and prioritize to achieve project goals\nWe are an equal opportunity employer.
