If this sounds like a culture you would like to work in, you’re invited to apply for this role.\nFluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.\nJob Description\nThe Senior Track & Civil Engineer provides advanced engineering support for track and civil infrastructure design and delivery on the Track & Systems Construction Contract (TSCC) segment of the California High-Speed Rail (CHSR) program. This role is responsible for ensuring compliance with Authority standards, integration across multi-disciplinary systems, and alignment with design, construction, and operational requirements. The position requires independent judgment, technical leadership, and coordination with internal and external stakeholders.\nResponsibilities\nEngineering Oversight & Design Review\nPerform technical reviews of trackwork, alignment, civil works, and associated infrastructure designs for compliance with CHSR criteria and applicable standards (AREMA, FRA, etc.)\nEvaluate contractor submittals, RFIs, and design packages for completeness, constructability, and adherence to project requirements\nProvide recommendations to resolve design issues, technical conflicts, and field coordination challenges\nIntegration & Coordination\nCoordinate track and civil interfaces with structures, systems (O&M, signaling), utilities, and roadway elements\nSupport interdisciplinary integration across TSCC and adjacent contracts to ensure continuity and system performance\nCollaborate with design-build contractors, consultants, and Authority stakeholders\nConstruction Support\nProvide engineering support during construction, including field issue resolution, change evaluation, and technical clarification\nReview construction methods, sequencing plans, and quality documentation related to track and civil works\nParticipate in site visits and technical inspections as needed\nStandards Compliance & Quality Assurance\nEnsure all engineering outputs meet CHSR Authority design standards, safety requirements, and regulatory guidelines\nSupport development and enforcement of quality management processes and engineering best practices\nIdentify risks and propose mitigation strategies related to track and civil design and construction\nDocumentation & Reporting\nPrepare technical memoranda, review comments, and engineering assessments\nTrack and report on technical issues, risks, and resolution status\nMaintain accurate project documentation in accordance with program requirements\nOther related duties may be assigned\nBasic Job Requirements\nAccredited four (4) year degree or global equivalent in in civil engineering, structural engineering, transportation engineering, construction management, or a related field of study and fourteen (14) years of work-related experience; a recognized certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements\nAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors\nJob related technical knowledge necessary to complete the job\nAbility to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines\nAbility to attend to detail and work in a time-conscious and time-effective manner\nOther Job Requirements\nExperience working in a program management or design-build environment.\nStrong coordination skills involving multidisciplinary engineering teams.\nAdvanced technical knowledge of track alignment, civil design, and rail systems interfaces\nStrong analytical and problem-solving abilities\nEffective communication and stakeholder engagement skills\nAbility to manage multiple priorities in a fast-paced, complex program environment\nCommitment to safety, quality, and regulatory compliance\nPreferred Qualifications\nProfessional Engineering (PE) license in civil engineering, especially with rail or transportation infrastructure focus\nExperience working on large-scale rail infrastructure programs, particularly within the California High Speed Rail project or similar high speed rail programs\nFamiliarity with AREMA, FRA regulations, and California public works standards\nWe are an equal opportunity employer.
