If this sounds like a culture you would like to work in, you’re invited to apply for this role.\nJob Description\nPosition Summary\nThe Project Technical Services Manager provides leadership and oversight of Construction Technical Services activities for a major capital project in Port Arthur, Texas. This position is responsible for integrating constructability, construction engineering, Advanced Work Packaging (AWP), workface planning, modularization, turnover and completions, commissioning readiness, and execution excellence throughout the project lifecycle.\nWorking closely with Project Management, Engineering, Procurement, Construction, Project Controls, and Client teams, the Project Technical Services Manager drives construction readiness, improves execution certainty, mitigates risk, and supports safe, efficient, and predictable project delivery.\nKey Responsibilities\nLead Construction Technical Services activities supporting engineering, procurement, construction, commissioning, and startup.\nDevelop and implement project-specific construction execution strategies, procedures, and technical support plans.\nManage constructability reviews and ensure construction input is incorporated throughout planning and design phases.\nLead implementation of Advanced Work Packaging (AWP) and workface planning processes to improve productivity, safety, and schedule performance.\nDirect construction engineering activities including installation planning, field technical support, work package development, and construction methods reviews.\nCoordinate modularization, prefabrication, heavy haul, heavy lift, and logistics planning activities.\nOversee turnover, completions, commissioning readiness, and startup planning efforts.\nIdentify project execution risks and develop mitigation strategies to improve schedule certainty and cost performance.\nCollaborate with Engineering, Procurement, Quality, Safety, Project Controls, and Construction teams to ensure alignment and execution excellence.\nSupport subcontractor planning, construction readiness reviews, and site mobilization activities.\nMonitor productivity performance and drive continuous improvement initiatives.\nAssist project leadership with problem resolution, recovery planning, and execution strategy development.\nMentor and develop construction engineers, constructability specialists, planners, and turnover personnel.\nInterface with clients, contractors, suppliers, and project stakeholders to support successful project execution.\nEnsure compliance with Fluor standards, project procedures, safety requirements, and industry best practices.\nBasic Job Requirements\nBachelor's degree in Construction Management, Engineering, Building Construction, or related field, or equivalent combination of education and experience.\nMinimum 15 years of construction engineering, technical services, construction management, or project execution experience on industrial EPC/EPCM projects.\nStrong knowledge of constructability, construction planning, construction engineering, turnover, commissioning, and startup processes.\nDemonstrated leadership experience on major industrial capital projects.\nStrong communication, analytical, organizational, and problem-solving skills.\nPreferred Qualifications\nExperience supporting refinery, petrochemical, LNG, chemical, energy, power, manufacturing, or industrial infrastructure projects.\nExpertise in constructability, AWP, workface planning, modularization, construction engineering, turnover, and commissioning.\nExperience developing project execution plans, construction procedures, and readiness programs.\nStrong understanding of project controls, productivity improvement, risk management, and execution excellence principles.\nExperience leading multidisciplinary technical services teams on projects exceeding $500 million TIC.\nPMP, CCM, PE, or similar professional certification preferred.\nExperience supporting brownfield, revamp, expansion, or grassroots projects within operating industrial facilities.\nOther Job Requirements\nLeadership Competencies\nConstruction Execution Excellence\nTechnical Leadership\nStrategic Planning\nRisk Management\nClient Focus\nCollaboration\nTeam Development\nContinuous Improvement\nDecision Making\nProblem Solving\nWork Environment\nThis position is based at a major project site in Port Arthur, Texas and requires a strong field presence.
