Position Summary

The Senior Program Manager, Global Integrated Management Systems and Process Excellence reports to the Global Director Quality, EHS&S, and Regulatory Compliance and is responsible for leading the Fluke Corporate strategic definition, development, implementation, governance, and continual improvement of Fluke's Corporate Led Global Quality and Integrated Management System (Q/IMS). This role will serve as the program leader for the organization's transition and ongoing global conformance to ISO 9001:2026 and will partner closely with the Environment, Health, Safety & Sustainability (EHS&S) leadership to develop, implement, and maintain an integrated management system that conforms to the requirements of the current versions of ISO 9001, ISO 14001, and ISO 45001.

The position is responsible for facilitating cross-functional engagement and process definition with global process owners to define, document, standardize, and improve business processes leveraging systems thinking and adoption of an integrated process approach in accordance with ISO 9001:2026. This includes establishing the organization's process architecture, developing core and key process interaction maps, documenting process inputs and outputs through turtle diagrams, and determining the documented information necessary to effectively operate, maintain, and improve business processes.

The successful candidate will drive enterprise-wide process development, implementation, maturity, management system effectiveness, operational excellence, and risk-based thinking working in collaboration with business process owners while ensuring management systems support the organization's strategic objectives and applicable legal, regulatory, customer, and stakeholder requirements.

Key Responsibilities Integrated Management System (IMS) Leadership

  • Lead the design, development, definition, implementation, governance, and continual improvement of the company's Integrated Management System (IMS).
  • Partner with Global Business Process Owners, including EHS&S leadership, to develop, deploy, and sustain a unified management system that initially integrates Quality Management, Environmental Management, and Occupational Health & Safety requirements.
  • Establish and support effective and efficient management system governance, process architecture, documentation structures, performance measures, and management review processes.
  • Ensure the Integrated Management System conforms to the requirements of:
    • ISO 9001:2026
    • ISO 14001:2026
    • ISO 45001:2018
    • Other ISO standards based on the ISO 9001 framework, as applicable.
  • Collaborate with business leaders and process owners to ensure management system processes support business objectives while addressing quality, environment, and health and safety risks and opportunities.
  • Facilitate alignment of root cause, corrective action, risk management, internal audit, management review, and continual improvement activities across the Integrated Management System.

ISO 9001:2026 Program Leadership

  • Serve as the program manager and subject matter expert for the organization's transition and ongoing conformance to ISO 9001:2026.
  • Maintain current organizational gap assessments and gap closure plans against revised standard requirements and develop transition roadmaps, implementation plans, and governance structures.
  • Lead enterprise-wide readiness activities to ensure continued certification conformity.
  • Coordinate internal and external audit activities and drive effective resolution of audit findings and opportunities for improvement.
  • Monitor emerging changes to international standards and recommend enhancements to management system processes and governance approaches.

Business Process Architecture & Process Management

  • Lead cross-functional workshops with process owners to identify, define, and document global business processes in accordance with ISO 9001 Clause 4.4.1.
  • Develop and maintain the organization's enterprise process architecture, including:
    • Core & Key Process and Interaction Diagram
    • Process Turtle Diagrams
    • Integrated Management System Process Framework
  • Facilitate process ownership assignments and governance structures across all major business functions.
  • Define process interfaces, interactions, inputs, outputs, responsibilities, performance measures, risks, controls, and resources.
  • Develop and maintain turtle diagrams and other process visualization tools to ensure consistent understanding of process performance requirements and interactions.
  • Establish process measurement methodologies, key performance indicators, and process effectiveness criteria.
  • Facilitate periodic reviews with process owners to evaluate process performance, effectiveness, risks, opportunities, and improvement priorities.

Management System Documentation Strategy

  • Partner with process owners to determine the documented information necessary to support effective process execution and management.
  • Establish a structured framework for definition and management of documented information that conforms to ISO standard requirements, including policies, procedures, work instructions, forms, and records.
  • Ensure documented information is aligned with organizational risks, process complexity, employee competency requirements, and applicable management system requirements.
  • Lead efforts to apply a Lean approach to simplify, standardize, and digitize management system documentation, where appropriate.
  • Establish document governance and control processes to ensure consistency and effectiveness globally in alignment with industry standards.

Required Qualifications Required Knowledge and Expertise

  • Expert knowledge of process-based management systems and organizational process design principles.
  • Extensive knowledge of:
    • ISO 9001 Quality Management Systems
    • ISO 14001 Environmental Management Systems
    • ISO 45001 Occupational Health & Safety Management Systems
    • Integrated Management Systems (IMS)
  • Strong understanding of ISO 9001 Clause 4.4 process definition requirements and process interaction methodologies.
  • Demonstrated experience facilitating cross-functional process definition workshops and process mapping initiatives.
  • Experience developing:
    • Process architectures
    • Process interaction maps
    • Turtle diagrams
    • Process governance frameworks
    • Documented information structures
  • Knowledge of risk-based thinking, internal auditing, corrective action systems, management review processes, and continual improvement methodologies.

Critical Success Measures

Within the first 24 months, the successful candidate will:

  • Successfully lead organizational transition and implementation activities supporting conformity to ISO 9001:2026.
  • Establish and deploy a mature Integrated Management System that conforms to the requirements of ISO 9001, ISO 14001, and ISO 45001.
  • Develop and gain leadership approval for a global Core Process Map and Key Process Interaction Framework.
  • Define ownership and governance for all management system processes.
  • Complete enterprise process mapping and turtle diagram development for core and key business processes.
  • Implement a structured documented information framework that clearly defines required procedures, work instructions, forms, records, and process controls.
  • Improve management system effectiveness, audit performance, organizational process maturity, and operational consistency across all global sites.
  • Achieve successful third-party certification and surveillance audit outcomes.

Required Qualifications:

  • Bachelor's degree in business, engineering, or a related field.
  • 10+ years of demonstrated experience designing, implementing, auditing, or consulting on ISO-based management systems and leading enterprise business transformation initiatives that delivered measurable improvements in operational performance, customer satisfaction, risk reduction, and financial outcomes..

  • ISO 9001 Lead Auditor certification from IRCA, Exemplar Global, or equivalent accredited training body, with demonstrated experience leading internal, external, certification, surveillance, or recertification audits.

  • Working knowledge of management system certification processes and third-party certification body audit practices.

  • Demonstrated experience developing enterprise process architectures, core and key process interaction maps, process ownership frameworks, and process turtle diagrams within a global organization.

  • Experience implementing or integrating Quality Management Systems (ISO 9001), Environmental Management Systems (ISO 14001), and Occupational Health & Safety Management Systems (ISO 45001) into a unified Integrated Management System.

  • Willingness to travel ~15% of the time and work effectively with team members across global time zones.

Preferred Experience:

  • Proven success leading enterprise-wide management system transformations, process excellence initiatives, or business operating model redesigns involving diverse global stakeholders.

  • Experience working within Quality, Environmental, Health & Safety, or related management systems, with a demonstrated understanding of how effective, integrated management systems drive business performance, risk reduction, operational excellence, customer satisfaction, and organizational resilience.

  • Exceptional facilitation and internal customer / client relationship management skills.
  • Experience supporting ANAB-accredited multi-site certification programs and familiarity with ISO 17021-1 requirements.

  • Lean Six Sigma Green Belt, Black Belt, or equivalent certification.
