Compliance Business Partner China & Hong Kong

Role Purpose

Business Partner coordinates the local implementation of all aspects of a robust global compliance program in the region, i.e. resources,

policies, procedures, templates, trainings, controls, monitoring and respective support for tools in use. Ensures adequate levels of

transparency regarding the status of the compliance program including potential compliance risks, mitigating actions and status of their

implementation on a need-to-know basis for regional management as well as other stakeholders internally and externally. Coordinates

compliance related matters on regional level and advises the Ethics Compliance Officers as well as various departments in the local and

regional organizations.

Key Responsibilities

Global Compliance Program

  • Manages the further development of the Global Compliance Program, including optimization of processes, procedures, policies, training etc. and allocates available resources effectively and efficiently
  • Manages the implementation of compliance instruments such as processes, procedures, policies, training, IT-tools on a global level regarding area of responsibility
  • Manages the monitoring of regulatory developments and adaption of Global Compliance Program

Resource and Performance Management

  • Responsible for personnel management
  • Manages qualitative and quantitative performance and sets priorities regarding workload and resource allocation
  • Develops (including regular training and qualification measures) and promotes assigned personnel in consultation with the supervisor
  • Tactical management of all relevant projects and ongoing operations regarding scope, timeline, budget planning and cost controlling for area of responsibility

Projects and Operations

  • Tactical management relating to advice to corporate functions and for matters with global reach regarding area of responsibility
  • Manages department / project and performance goals for the area of responsibility incl. tactical task prioritization
  • Manages the implementation of appropriate measures in case of need for improvement, e.g., identified by internal audits or reviews
  • Tactical management of maintenance and monitoring of the compliance risk strategy and coordinates respective initiatives for the area of responsibility
  • Tactical management of the maintenance and the development of instruments for communication of compliance-relevant content; manages the maintenance of communication platform content (e.g., intranet) and steers processes for document management
  • Manages compliance-related IT-operations and infrastructure in close cooperation with the respective IT-departments for the area of responsibility
  • Additional tasks in consultation with the respective supervisor

Reporting and Collaboration

  • Reports regularly and ad hoc to supervisor with respect to area of responsibility
  • Tactical management and support of regular reporting to Senior Management, the Management Board and the Supervisory Board with respect to area of responsibility
  • Tactical management and support of efficient and effective cooperation with external suppliers with respect to area of responsibility
  • Manages a regular and ad hoc information flow for a sound collaboration within the Global Compliance Department with respect to area of responsibility
  • Represents the Global Compliance Department internally and externally, e.g. external and internal audits as well as external contacts such as law enforcement agencies, government agencies, regulators or industry associations in alignment with supervisor and with respect to area of responsibility

Required Competencies & Experience

1) Required training and education:

  • Master degree or equivalent qualification in Business, Economics, Law or similar specialization
  • Additional training / qualifications in leadership and management is beneficial

2) Required professional experience (in years):

  • Minimum of 10 years of general professional experience in Compliance related matters, of which a minimum 4 years of leadership experience, is beneficial
  • Minimum of 7 years of Healthcare Compliance experience
  • International experience is desired

4) Other specialized knowledge:

a) Technical knowledge:

  • Compliance, financial and business acumen
  • Experience in the healthcare industry (product, pharmaceutical, and service provider components) and the regulatory compliance field is desired

b) Languages

Fluency in English and the language locally spoken; any additional language is an asset

c) IT skills

Strong command of MS-Office and ability to adapt new technologies
