The GIS Manager will oversee enterprise GIS operations, lead GIS-related projects, manage staff and resources, and ensure the City’s GIS platforms, databases, applications, and data products remain reliable, secure, current, and responsive to operational needs. The ideal candidate combines strong technical GIS expertise with sound project management, people leadership, and the ability to translate complex concepts into practical solutions for non-technical stakeholders.
What You’ll Do
- Plan, manage, and implement GIS-related projects from concept through delivery, including project objectives, timelines, milestones, resources, and quality expectations.
- Lead the development and execution of GIS project plans, including requirements definition, task assignments, progress monitoring, and course corrections.
- Oversee enterprise GIS operations, including GIS database management, data development, software selection, implementation, user support, budgeting, and training.
- Perform and coordinate GIS software upgrades, ensuring compatibility with systems used across City departments.
- Develop, maintain, and advance Citywide standards for GIS deployment, data management, use, and governance.
- Provide GIS technical guidance and support to project teams, City departments, and external partners.
- Serve as the City’s GIS liaison with vendors for the acquisition, installation, operation, and maintenance of GIS-related resources.
- Maintain subject-matter expertise in GIS software, geospatial technologies, and emerging tools that can improve City services.
- Ensure City staff receive appropriate GIS training and responsive technical support.
- Partner with departments and outside agencies to identify spatial-data needs and recommend practical implementation strategies.
- Support the City’s Emergency Operations Center through mapping products, data support, and staffing as needed.
- Prepare and present clear, organized reports and presentations for City Council, City administration, department leaders, and other stakeholders.
- Supervise, coach, evaluate, and develop GIS staff and project-team personnel in a culture of accountability, independent judgment, and high performance.
Minimum Qualifications
- Bachelor’s degree in Geographic Information Systems, Geography, Computer Science, Engineering, or a related field.
- Five (5) years of progressively responsible experience designing, developing, and operating geospatial data initiatives.
- At least three (3) years of supervisory or management experience, including direct responsibility for leading and developing staff.
- An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
- Valid Georgia driver’s license required and must be maintained throughout employment.
Preferred Qualifications
- Geographic Information Systems Professional (GISP) certification.
- Master’s degree in GIS, geography, computer science, engineering, public administration, or a related discipline.
What You Bring
- Strong knowledge of commercial database systems and GIS data-management practices.
- Experience maintaining GIS data supporting municipal systems, including 911 dispatch, community development, public works, recreation and parks, work-order management, and asset-management platforms.
- Proficiency with Esri ArcGIS Enterprise, ArcGIS Online, and related mapping products.
- Working knowledge of SQL, Python, Esri Arcade, or similar programming and scripting languages used to create, automate, and modify data sources and workflows.
- Experience working with imagery formats commonly used in local-government applications and manipulating imagery as needed.
- Ability to explain GIS technologies, data concepts, and technical issues clearly to non-technical audiences.
- Strong written and verbal communication, analytical thinking, organization, and problem-solving skills.
