Please apply through the following link for consideration:\nhttps://cpshr.us/recruitment/2644/ \nSUMMARY: Under administrative direction, manages, coordinates and oversees all engineering and construction management operations for the City.\nESSENTIAL FUNCTIONS : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: \n Directs, coordinates and exercises functional authority for monitoring, documenting, inspecting and managing the design and construction of local, state and federally-funded projects in coordination with City officials and the oversight of construction staff. \n Ensures effective communication with other City departments, design professionals and consultants during project design/development and construction phases. \n Monitors all projects for quality, progress, payments and processing; tracks contract changes; oversees dispute resolutions and the preparation of staff reports for City Council approval. \n Oversees the Construction Division to ensure water/wastewater, roads, drainage, facilities and other projects are in compliance with engineering standards, contracts, City standards, state and federal regulations and approved specifications. \n Coordinates project activities regarding technical developments, scheduling and resolving engineering design and test problems to meet required quality. \n Evaluates and recommends design changes, specifications, drawing releases and change orders; controls expenditures within project budget limits; evaluates and recommends the approval of contractor pay requests. \n Develops and administers the capital and operations budgets; makes adjustments as necessary. \n Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills and evaluates performance; provides technical guidance, assistance and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews and verifies the accuracy and efficiency of work activities. \n Reviews, comments and approves certain aspects of private construction as part of the overall building permitting process, in conjunction with other departments. \n Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. \n Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency. \nKNOWLEDGE AND SKILLS: \nKnowledge:\nCity organization, operations, policies, and procedures.\nPrinciples and practices of professional civil engineering.\nEngineering design and construction practices and procedures.\nTCEQ codes.\nLocal, state and federal regulations affecting civil engineering operations.\nPrinciples and practices of administrative management.\nPrinciples and practices of contract administration.\nPrinciples and practices of effective employee supervision.\nPrinciples and practices of project management.\nPrinciples and practices of strategic planning.\nBusiness and personal computers, and spreadsheet software applications.\nSkill in:\nManaging situations requiring diplomacy, fairness, firmness and sound judgment.\nBuilding effective work teams and providing efficient customer service.\nManaging staff; delegating tasks and authority and providing coaching to improve staff performance.\nUnderstanding and applying City policies and procedures, and applicable federal and state regulations.\nExplaining City policies and procedures.\nEstablishing and maintaining cooperative working relationships with all levels within the City.\nCommunicating effectively verbally and in writing.\nMINIMUM QUALIFICATIONS:\nBachelor’s degree in Civil Engineering or a closely related field; and more than five (5) years of progressively responsible experience, including management or supervisory experience; or an equivalent combination of education and experience.\nLICENSE AND CERTIFICATION: \nTexas Licensed Professional Engineer.\nPossession of a valid Texas Driver’s License.\nPHYSICAL DEMANDS AND WORKING ENVIRONMENT:\nWork is performed primarily in a standard office environment with some exposure to an outdoor environment.
