This position is full-time and will be based out of Niskayuna, NY and will require the person to be onsite.\nResponsibilities\nManage construction, maintenance, and site services subcontracts from initial planning and award through project completion and closeout.\n\nAdminister subcontract activities in accordance with established Construction Management policies, procedures, and contractual requirements.\n\nServe as the primary point of contact between the organization and the subcontractor’s Project Manager throughout project execution.\n\nDevelop and maintain effective working relationships with subcontractor project teams to support successful contract performance.\n\nOversee and monitor subcontractor performance, schedule adherence, quality, safety, and overall compliance with contract requirements.\n\nEnsure subcontractor activities comply with OSHA regulations, site-specific safety requirements, and applicable organizational standards.\n\nMonitor subcontractor work to identify potential performance issues, compliance concerns, or risks that could impact project execution.\n\nProvide appropriate direction and clarification to subcontractors to minimize miscommunication, prevent rework, and maintain alignment with project requirements.\n\nMaintain clear communication channels between internal project stakeholders and subcontractors to prevent conflicting or unauthorized direction.\n\nVerify subcontractor adherence to the scope of work, contractual requirements, established procedures, and project expectations.\n\nAssist in identifying and resolving subcontractor performance issues before they affect project cost, schedule, quality, or safety.\n\nSupport subcontract administration activities designed to reduce project risk and prevent subcontractor failure.\n\nPerform duties as a qualified Subcontractor Work Administrator in accordance with Naval Nuclear Laboratory (NNL) requirements.\n\nReview and approve Material Disposition Lists associated with waste generated during upcoming construction and maintenance projects.\n\nPerform Waste Chemical Representative responsibilities in accordance with applicable NNL qualification and waste-management requirements.\n\nCoordinate with project management, Construction Management, subcontractors, and other site personnel to support safe and successful project execution.\n\nRequirements\nEducation & Years of Experience - High School Diploma and 1+ years of relevant experience.\n\nCitizenship - To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.\n\nClearance - To be considered, you MUST be able to obtain and maintain a government issued clearance before you can start.\nCandidates with an active DOE \"L\" Clearance or DOD \"Secret\" clearance are HIGHLY DESIRED.\n\nSelf-directed and able to work independently with minimal supervision.\n\nWorking knowledge of OSHA regulations, standards, and related safety documentation.\n\nStrong leadership, interpersonal, and communication skills.\n\nAbility to work effectively within a multidisciplinary and multi-faceted project team.\n\nAbility to read, interpret, and comprehend technical documents, specifications, and engineering/construction drawings.\n\nDemonstrated ability to communicate technical concepts and information clearly and concisely to both technical and non-technical personnel.\n\nField construction experience, including familiarity with construction activities, site operations, and contractor oversight.\n\nDesired Skills\nAbility to work independently and remain self-directed with minimal supervision while overseeing subcontractor activities.\n\nExpert knowledge of subcontract policies, procedures, and contract administration practices.\n\nStrong understanding of how subcontract requirements are flowed down from owners or prime contractors to subcontractors and lower-tier subcontractors.\n\nExperience reviewing multidisciplinary procedures, work packages, and contractor-submitted plans.\n\nExperience providing oversight of environmental, safety, and health requirements associated with field construction activities.\n\nAbility to provide input and support for the development and execution of Project Execution Plans.\n\nAbility to respond effectively to unplanned events, changing field conditions, and unforeseen project issues.\n\nExperience monitoring, evaluating, and documenting subcontractor performance.\n\nStrong field construction experience, including familiarity with contractor oversight and site execution activities.\n\nAbout the Site\nThe Naval Nuclear Laboratory is comprised of the Bettis Atomic Power Laboratory, located in West Mifflin, Pennsylvania, the Knolls Atomic Power Laboratory located in Niskayuna, New York, the Kesselring Site, located in West Milton, New York, and the Naval Reactor Facility located in Idaho Falls, Idaho.
