This position is intended for an experienced technical leader with recognized subject matter expertise in a strategically important technology area. The successful candidate will combine deep technical knowledge with strong program leadership, proposal development, customer engagement (AFRL, NRL, DARPA,), and business development skills. Experience in electromagnetics, either RF or IR is required. The individual will work across technical organizations, programs, customers, and business development teams to identify capability gaps, develop technical solutions, shape new opportunities, and transition advanced technologies into funded programs. This is a highly technical program management position and is not limited to schedule, cost, and administrative program execution.\nDUTIES AND RESPONSIBILITIES:\nResponsible for the planning, managing and technical performance of one or more Research and Development (R&D) program(s) contained at a single location.\nManage all phases of the program(s) from conceptualization through completion, including acquisition, planning, and managing technical performance to ensure quality, business, and financial objectives are attained.\nLead cross functional technical team and diverse support team from a matrixed organization to meet program requirements. \nApply innovative technology and creative solutions to solve customer’s technical challenges.\nParticipate with engineering to establish design concepts, criteria, and engineering efforts for product research, development, testing, and integration.\nEnsure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.\nInteract with internal and external stakeholders at various levels concerning resolution of technical and scheduling issues.\nAct as the primary customer contact for program activities, lead customer program reviews to include cost, schedule, and technical performance.\nManage the development of and ensure the security of proprietary technology and maintain the strict confidentiality of sensitive information.\nParticipate with technical staff and/or Division/Group executive management to develop and implement current, annual, and long-term technical, schedule, quality, business, and financial objectives for the program(s). May also contribute to the development of Group/Company objectives.\nContribute to the development of new business opportunities and expansion of existing business opportunities.\nLead planning and preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s).
