The Privacy & Data Sharing Specialist will work as part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.\nThe successful candidate will be responsible for defining and administering data privacy, classification, retention, and data-sharing policies across the CMM data platform, ensuring that sensitive and court-related data is protected, properly classified, and shared only under appropriate agreements and controls.\nThe Privacy & Data Sharing Specialist will execute the following responsibilities:\nSupport analysis of systems, programs, and/or planning activities related to data privacy and data sharing across the CMM program.\n\nPerform research in support of privacy policies, procedures, and other technical documentation, and support analysis of data governance and data-sharing programs and initiatives.\n\nResearch and analyze options to develop relationships and solutions that resolve data privacy and data-sharing problems within the specialty area.\n\nAnalyze privacy- and data-related technical problems and provide engineering and technical support in solving them.\n\nDesign, develop, engineer, and implement solutions that meet data privacy and data-sharing requirements.\n\nPerform privacy risk analyses (e.g., Privacy Impact Assessments) of computer systems and applications during all phases of the system development life cycle.\n\nEstablish and satisfy complex system-wide data privacy and classification requirements based on the analysis of user, policy, regulatory, and resource demands.\n\nSupport customers in the development and implementation of data privacy and data-sharing policies.\n\nDefine and maintain data classification, retention, and handling rules for sensitive, court-related, and personally identifiable information (PII).\n\nDraft, review, and administer data sharing agreements, memoranda of understanding (MOUs), and interconnection security agreements (ISAs) with external agencies and partners.\n\nPartner with data governance, legal, and engineering teams to ensure data-sharing practices comply with the Privacy Act, court rules, and other applicable federal regulations.\n\nMaintain a data sharing inventory and monitor ongoing agreements for renewal, compliance, and risk.\n\nAdvise program stakeholders on privacy-by-design principles for new data platform, reporting, and analytics capabilities.\n\nQUALIFICATIONS\nBS/BA degree with 5+ years of experience of general experience in information systems providing enterprise cybersecurity through policy, architecture, and training processes.\n\nExperience developing plans to safeguard sensitive data against accidental or unauthorized modification, destruction, or disclosure.\n\nExperience working with Agile teams and SAFe, responding to security assessments, and providing oversight of vulnerability audits and assessments.\n\nExperience may be considered in lieu of degree.\n\nExperience developing, negotiating, and administering data sharing agreements, memoranda of understanding (MOUs), or interconnection security agreements (ISAs) with external partners or agencies.\n\nWorking knowledge of the Privacy Act of 1974, records retention requirements, and federal data classification standards.\n\nExperience conducting Privacy Impact Assessments (PIAs) or similar privacy risk reviews.\n\nFamiliarity with data governance, metadata management, and data quality practices.\n\nFamiliarity with SQL for data querying and validation.\n\nProficiency with BI/reporting tools such as Power BI, Tableau, or QuickSight.\n\nFamiliarity with statistical analysis tools/techniques (e.g., Excel, R, Python) preferred.\n\nExperience with cloud data platforms (Snowflake, Databricks, AWS preferred).\n\nUnderstanding of data architecture concepts (data lake, lakehouse, warehouse).\n\nStrong analytical, problem-solving, & statistical analysis skills with attention to detail and data accuracy.\n\nPreferred: Certified Information Systems Security Professional (CISSP) and/or Certified Information Privacy Professional (CIPP).\n\nCOMMUNICATION & ORGANIZATIONAL\nExcellent presentation and communication (oral and written) skills.\n\nConsultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationships.\n\nExperience identifying and applying industry tools, solutions, methods best practices, and emerging technologies.\n\nStrong likely salary range for this position is $83,927 - $113,549. This is not, however, a guarantee of compensation or salary.
