As technology investments continue to grow across infrastructure, cloud, cybersecurity, applications, data, and AI, the organization requires dedicated expertise to manage technology finances, vendor relationships, sourcing activities, investment governance, and portfolio oversight.\nThe Manager, IT Business Management will serve as the primary liaison between Information Technology, Finance, Procurement, Legal, the PMO, the Application Portfolio Management (APM) function, and strategic technology vendors. The role will be responsible for technology financial management (FinOps), budgeting, forecasting, vendor management, sourcing governance, business case development, investment planning, and Executive Committee funding approvals.\nThis position will provide the financial discipline, commercial management, and governance necessary to ensure technology investments are well justified, competitively sourced, fiscally responsible, and aligned with enterprise priorities.\nKey Responsibilities\nIT Financial Management & FinOps\nLead the development, administration, forecasting, and reporting of IT operating and capital budgets.\nEstablish and mature IT Financial Management (ITFM) and FinOps capabilities across the organization.\nMonitor technology spending, commitments, accruals, forecasts, and budget performance.\nDevelop executive reporting, dashboards, and financial metrics to support decision-making.\nPartner with Finance to improve budgeting, forecasting, capitalization, cost allocation, and financial governance processes.\nIdentify opportunities for cost optimization, contract consolidation, and improved return on technology investments.\nProvide financial oversight of cloud services, software licensing, managed services, infrastructure, and operational technology expenditures.\nBusiness Cases & Investment Governance\nLead the development of business cases, investment proposals, and funding requests for technology initiatives requiring Executive Committee approval.\nSupport the APM and PMO functions in developing and evaluating technology investment opportunities.\nDevelop ROI analyses, TCO assessments, cost-benefit analyses, funding models, and value realization plans.\nWork with stakeholders to quantify business benefits, financial impacts, risks, and strategic outcomes.\nPrepare Executive Committee presentations, investment approval packages, and supporting analyses.\nEstablish governance processes for prioritizing, evaluating, and approving technology investments.\nTrack approved investments against business case assumptions and expected benefits realization.\nVendor & Commercial Management\nServe as the primary relationship manager for strategic technology suppliers, managed service providers, and software vendors.\nDevelop and administer vendor governance processes, scorecards, performance reviews, and service evaluations.\nLead commercial negotiations, contract renewals, licensing reviews, and vendor business reviews.\nManage technology contracts, software agreements, maintenance agreements, statements of work, and professional services engagements.\nIdentify commercial, contractual, and supplier risks and develop mitigation strategies.\nDrive vendor rationalization and contract optimization initiatives.\nProcurement, Sourcing & RFP Management\nLead and support Requests for Information (RFI), Requests for Proposal (RFP), Requests for Quotation (RFQ), and vendor selection activities.\nWork with business stakeholders, architects, technical teams, Procurement, and Legal to develop requirements, evaluation criteria, and sourcing strategies.\nObtain vendor quotations, commercial proposals, cost estimates, and statements of work required to support budgeting and investment decisions.\nCoordinate commercial evaluations and support technical evaluation teams throughout procurement processes.\nDevelop sourcing recommendations and support contract award negotiations.\nPortfolio Governance & Business Operations\nProvide financial and commercial oversight across the IT portfolio.\nSupport annual planning, strategic roadmaps, and multi-year technology investment plans.\nDevelop executive reporting related to technology spending, investment performance, vendor performance, risks, and opportunities.\nSupport governance committees, steering committees, and executive reviews with actionable business and financial insights.\nEnsure alignment between technology investments, approved budgets, and corporate priorities.\n Bachelor's degree in Business, Commerce, Finance, Accounting, Information Technology, or a related discipline.\n7+ years of experience in IT business management, technology financial management, vendor management, procurement, or related fields.\nDemonstrated experience managing technology budgets, forecasts, and financial reporting.\nExperience developing business cases and investment proposals for executive-level approval.\nExperience leading or supporting RFI, RFP, RFQ, and vendor evaluation processes.\nExperience managing technology contracts, licensing agreements, and supplier relationships.\nStrong understanding of cloud economics, software licensing, managed services, and technology cost structures.\nStrong analytical, financial modeling, negotiation, communication, and stakeholder management skills.\nIdentifies opportunities to apply AI for continuous improvement and innovation. \nPreferred\nExperience with FinOps, Technology Business Management (TBM), or related governance frameworks.\nExperience supporting Azure, SaaS, cloud infrastructure, or managed service environments.\nExperience supporting project portfolio management, investment governance, or enterprise PMO functions.\nProfessional certifications such as CPA, PMP, FinOps Certified Practitioner, TBM Executive Foundation Certification, or equivalent.\nIt is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. You must be eligible to work in Canada.\n The hiring range for this position is $130,000 - $170,000 CAD annually. This role is eligible for a management incentive plan.
