Position requires an individual who can represent a program in the marketplace with potential customers, a drive to connect with those customers to understand their needs and ensure we are delivering a product that will be successful in the market to further advance General Dynamics Mission Systems' success. Candidates must be willing to work in a fast-paced, market-driven environment, take ownership of meeting tough deadlines and demanding the best from themselves and their teams and demonstrate good judgment across a broad set of disciplines.\nRequired Skills:\nKnowledge of engineering disciplines and the ability to apply technology, planning and cost estimating. Effective written and presentation kills, ability to lead teams, solving challenging business problems, understanding of markets and buyers, flexibility to multitask and reprioritize to meet changing business needs in fast paced environment. Knowledge of the full program lifecycle, to include planning and execution. Familiarity with the full product lifecycle is highly valued.\nResponsibilities for this Position:\nThis position provides an opportunity for a leader to assume the full-time program management of an established ten-year program with the Intelligence Community, with 40 years of continuous support to the customer mission. We seek an individual who is able to lead a cross-functional team consisting of Mechanical, Civil Engineers, Electrical, Software, and Systems Engineering, Technicians, and Logisticians. Central to success will be the ability to direct the two core areas of the program: rapid response mission tasking (in support of an upcoming or ongoing customer field installation) and developments (longer-term engineering activities focused on improving the customer’s ability to perform field installations).\nSuccess will require cross collaboration with Executive Management, Finance, Contracts, Engineering, Resource Management, and Manufacturing.\nKey Responsibilities:\nOversee all activities for the program from definition to development, launch, release, upgrades, and sustainment\nRepresent the program(s) as the expert and champion with knowledge of technical specifications and requirements, market and customer/user needs, and market competition\nCreate the technical roadmap with recommended features and enhancements and prioritization of market driven requirements to meet market needs, ROI, Sales and growth objectives\nDefine business/user requirements for IS program(s)/product(s) and upgrades\nRecommend the scope of present and future program(s)/product(s) by reviewing and recommending new ideas\nDrive program strategies that drive baselines across the portfolio by planning, scheduling, estimating, and conducting reviews for individual milestones\nManage and drive internal gate reviews to execute commitments including staffing coordination with Engineering Resource Management\nFormulate and execute long-term plans cost/profit control\nAct as Government interface for program development support, compliance and releases approvals and certifications\nManage Configuration Control for program(s)/product(s)\nDevelops, defines and executes program plans, schedules, budgets and deliverables\nLead the development of strategies for winning development programs and ensure the team is creating compelling proposals based on scientific and technical rigor coupled with a solid understanding of the customers’ needs, desires, and constraints\nServe as the primary point of contact to customer organizations and develop trusted relationships earned through genuine and productive engagements focused on collaborative problem solving\nLeads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for advanced development programs/products or major subcontracts where the scope is not well defined and there is significant possibility for change\nMonitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedules, develops corrective actions, and communicate issues, impacts and corrective actions to program teams\nBalances programs, risks and opportunities with executable strategies to meet technical requirements and budgets\nManages people who lead department or cross-functional program teams in matrix organization to achieve schedule, cost, and technical performance objectives\nInterfaces with customers on technical matters regarding program/products\nProvide reporting and status to Leadership team\nSupport business leadership in performing:\nMarket Analysis to identify and quantify market needs and identifies opportunities as well as evaluating competitor offerings\nStrategic Planning to capture the approach to maximize return from investment in the market and align with available resources and plans\nProgram/Product Planning to refine scope, schedule of the complete Program/Product Plan\nRisks and Opportunities management, identifying, tracking and mitigating accordingly\nConfiguration Control of the program/product baselines\nProgram Life-cycle Management, from initial concept through product end of life\nRequired Traits: Passion for program management and excellence, user focused and business savvy, sharp decision maker, creativity, agility, intelligence, drive to hit targets and meet plans, strong work ethic, high integrity, and an understanding of the intelligence market to include customers, competitors, products, and technology trends\nSalary Note\nThis estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.).
