About This Role  

General Matter is seeking a Contracts Manager to support the commercial, procurement, construction, and government-contracting activities required to build America’s next-generation uranium enrichment capability. You will be a member of the Legal team and work cross-functionally with Engineering, Procurement, Construction, and Operations to draft, negotiate,  and administer agreements that directly affect our facilities, suppliers, and mission-critical programs. The ideal candidate is organized, practical, detail-oriented, and comfortable operating in a fast-moving, highly technical, and regulated environment.  Your work will help General Matter move faster, solve complex challenges, and rebuild America’s nuclear fuel supply chain from the ground up.

Responsibilities  

  • Draft, review, negotiate, and administer nondisclosure agreements (NDAs), purchase orders, master services agreements (MSAs), statements of work (SOWs), vendor agreements, technical proposals, supply agreements, professional services agreements, and related commercial contracts.
  • Manage contract lifecycle steps, including intake, negotiation, execution, amendment, renewal, compliance tracking, and closeout.
  • Identify, incorporate, and manage applicable contractual flowdowns, including FAR, DEAR, export-control, insurance, cybersecurity, and other government or customer requirements.
  • Support General Matter’s federal contracting activities, including IDIQ task orders, DOE contracts, communications with contracting officers, contract modifications, deliverables, notices, and related compliance processes.
  • Develop, maintain, and improve contract templates, playbooks, clause libraries, and standard negotiation positions to support efficient and consistent contracting.
  • Partner with Procurement, Engineering, Supply Chain, Construction, Finance, and Operations on complex commercial, construction, engineering, and supplier agreements, including change orders, payment milestones, schedules, and contractor performance.

Basic Qualifications  

  • Demonstrated ability to manage contracts from intake through execution, administration, amendments, renewals, and closeout. Experience drafting, reviewing, negotiating, and administering MSAs, SOWs, purchase orders, supply agreements, and professional services agreements.
  • Experience with identification, development, and implementation of new contract policies and processes.
  • Ability to support implementation and ongoing use of the company’s contract management system, including intake workflows, contract metadata, reporting, obligation tracking, and repository hygiene.
  • Ability to coordinate with Procurement and Compliance on vendor diligence, third-party questionnaires, restricted-party screening, export-controlled information (ECI) review, and other pre-contracting requirements.
  • Familiarity with FAR, DEAR, or other requirements applicable to regulated programs, including their relevant flowdown provisions.
  • Strong judgment and ability to escalate issues appropriately.
  • Strong organizational skills and ability to manage multiple contracts, stakeholders, deadlines, and priorities.
  • Practical business judgment and ability to identify when legal, compliance, finance, procurement, or technical input is needed.
  • Experience supporting or improving contract policies, templates, workflows, or tracking processes.
  • Comfort operating with ambiguity in a fast-moving startup environment.
  • U.S. Person status, as this position requires access to export-controlled data.
  • Ability to obtain and maintain a security clearance.
  • 7+ years of experience with contract drafting, negotiation, administration, or full lifecycle contract management.
  • Ability to work five days a week in the company’s Los Angeles office.

Preferred Skills and Experience  

  • Experience in a fast-paced engineering, manufacturing, energy, defense, aerospace, nuclear, construction, or highly technical environment, with a resourceful approach to delivering under tight timelines or budget constraints.
  • Experience negotiating and administering complex construction, engineering, EPC, installation, commissioning, and site-services agreements, including change orders, schedule delays, payment milestones, liens, insurance, acceptance, and contractor performance.
  • Experience working with ECI and complying with applicable access, handling, storage, transmission, and disclosure requirements
  • Experience supporting government contracts and working directly with contracting officers, including contract administration, modifications, deliverables, notices, compliance requirements, and resolution of contractual issues.

Additional Requirements  

  • Ability to work extended hours or weekends as necessary.

Compensation and Benefits  

The base salary range for this role is $150,000-$195,000 annually.  

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
