We are a mission-driven company with a culture of urgency, accountability and transparency.\nAbout this role:\nAs Program Manager, you will lead and coordinate strategic initiatives across external affairs, government engagement, community relations, operations, and internal cross-functional teams. You will play a critical role in helping General Matter build and maintain trusted relationships with local communities, government stakeholders, regulators, industry partners, and strategic organizations while ensuring internal initiatives are executed effectively.\nThis role requires exceptional communication, organizational leadership, and operational execution skills. You will work closely with leadership to support permitting efforts, public engagement initiatives, government coordination, strategic partnerships, and high-priority company programs. The ideal candidate thrives in fast-paced environments, can navigate ambiguity, and is comfortable representing the company across a broad range of stakeholders.\nResponsibilities:\nLead and coordinate cross-functional strategic programs supporting company growth, external engagement, and operational priorities\nSupport government relations activities with federal, state, and local agencies and stakeholders\nHelp manage community engagement initiatives, public outreach efforts, and local stakeholder communications\nCoordinate meetings, briefings, site visits, and engagement activities with government officials, regulators, industry partners, and community organizations\nDevelop and maintain program schedules, action trackers, status reports, and executive briefings\nPartner with internal teams including Operations, Engineering, Legal, Communications, Security, Supply Chain, and Leadership to ensure alignment on key initiatives\nTrack permitting, regulatory, and external engagement activities and ensure timely follow-up and execution\nSupport development of presentations, briefing materials, talking points, and external communications\nIdentify program risks, dependencies, and execution gaps while driving resolution across stakeholders\nBuild and maintain strong working relationships across internal and external organizations\nSupport strategic planning, operational coordination, and execution of special projects as assigned by leadership\nHelp establish scalable program management processes and operating rhythms as the company grows\nCoordinate with external vendors, consultants, agencies, and strategic partners as needed\nSupport company representation at conferences, public meetings, industry events, and community forums\nBasic Qualifications:\n7+ years of experience in program management, operations, government affairs, external affairs, community relations, project management, or related leadership roles\nStrong organizational and execution skills with the ability to manage multiple concurrent priorities\nExcellent written, verbal, and interpersonal communication skills\nExperience coordinating across cross-functional teams and external stakeholders\nAbility to operate effectively in fast-paced, high-growth, and ambiguous environments\nStrong attention to detail and ability to manage sensitive or high-visibility initiatives professionally\nExperience preparing executive presentations, briefing materials, and status reporting\nStrong problem-solving and critical thinking skills\nAbility to build trust and maintain effective relationships across diverse stakeholder groups\nBachelor’s degree in Business, Public Policy, Communications, Political Science, International Relations, Engineering, or a related field (or equivalent experience)\nPreferred Skills and Experience:\nExperience working with government agencies, regulators, community organizations, or public-private partnerships\nExperience in energy, infrastructure, manufacturing, aerospace, defense, nuclear, mining, or other highly regulated industries\nExperience supporting permitting, regulatory, or external stakeholder engagement activities\nFamiliarity with public affairs, strategic communications, or community engagement best practices\nProject Management Professional (PMP) certification or equivalent program management experience\nExperience working in startup or high-growth operational environments\nStrong executive communication and stakeholder management capabilities\nAbility to manage sensitive issues with professionalism and discretion\nExperience supporting strategic initiatives involving multiple external stakeholders and agencies\nAdditional Requirements: \n\nAbility to work extended hours and weekends as necessary.\nEqual Opportunity Employer\nGeneral Matter is an Equal Opportunity Employer; employment with General Matter is governed on the basis of merit, competence and qualifications and will not be influenced in any manner by race, color, religion, gender, national origin/ethnicity, veteran status, disability status, age, sexual orientation, gender identity, marital status, mental or physical disability or any other legally protected status.\nCompensation and Benefits\nThe base salary range for this role is $170,000 to $200,000 annually. \nCompensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors.
