The successful candidate will lead the multidisciplinary site team, oversee construction delivery, monitor compliance with the contract, design documentation and technical specifications, and advise the client on programme, constructability, staging, interfaces, value engineering, risk and project controls. The role will provide clear, timely reporting on progress, safety, quality, commercial matters, emerging issues and decisions required.\nRoles and Responsibilities\nLead the owner’s-engineer site team and coordinate civil, structural, marine, pavement, drainage, utilities, building-services and other specialist inputs across the works.\n\nAdminister the construction contract, including correspondence, instructions, submittals, requests for information, variations, claims, payment recommendations, programme reviews and records.\n\nMonitor contractors’ compliance with approved drawings, specifications, method statements, inspection and test plans, quality requirements, environmental obligations and health and safety requirements.\n\nCoordinate construction staging, access, temporary works and interfaces so that port operations, logistics, adjacent facilities and third-party activities can continue safely with minimal disruption.\n\nReview contractor programmes, resources and recovery proposals; identify emerging delay, interface and constructability risks; and recommend practical mitigation measures.\n\nChair site and progress meetings, maintain effective working relationships with the client, contractor, designers, operators and relevant stakeholders, and escalate matters requiring timely decisions.\n\nOversee inspections, testing, commissioning, punch-list close-out, handover documentation and completion activities.\n\nPrepare concise daily, weekly and monthly reports covering progress, safety, quality, programme, cost, risk, commercial matters and key actions.\n\nEducation:\nBachelor’s degree in civil engineering or a closely related discipline.\n\nRegistered Civil Engineer in the Philippines; additional relevant professional accreditation is advantageous.\n\nExperience:\nAt least 15 years of relevant construction experience, including senior responsibility for construction supervision and contract administration on complex marine, port, wharf, quay, reclamation, pavement, utilities or comparable heavy civil infrastructure works. Experience delivering staged works within live port, logistics, industrial or similarly constrained operational environments is strongly preferred.\n\nEssential Skills:\nProven leadership of multidisciplinary site teams and strong client-service and stakeholder-management capability.\n\nStrong knowledge of contract administration, preferably under FIDIC or comparable international forms of contract.\n\nExcellent written and verbal communication, meeting facilitation, negotiation and reporting skills.\n\nSound technical, commercial and contractual judgement, with the ability to maintain impartial and well-supported project records.\n\nAbility to manage competing priorities, operational interfaces and sensitive project matters while making timely decisions.\n\nAnalytical and proactive approach to resolving technical, interface, programme and site-related issues.\n\nStrong commitment to safe, high-quality delivery and experience working under formal HSE, quality and environmental management systems.\n\nProficiency in Microsoft Office and electronic document-management, reporting and field-inspection systems.\n\nThis is a project-based, site-focused role supporting a confidential infrastructure assignment in the Philippines.
