The Occupancy & Compliance Manager is accountable for regulatory accuracy, leasing strategy execution, and overall occupancy performance at the property.\nResponsibilities\nDevelops and executes strategies to maintain strong occupancy levels\nOversees waitlist management in accordance with LIHTC and Fair Housing requirements\nMonitors unit turnover timelines and coordinates vacancy readiness\nOversees income certifications and recertifications to ensure compliance with IRS Section 42 and applicable regulations\nReviews and approves applicant files prior to final certification\nEnsures rent limits, income limits, and utility allowances are properly applied\nMaintains audit readiness and supports internal and external compliance reviews\nAdministrative file preparation and documentation task\nProvides coaching, quality control review, and performance feedback\nEnsures accurate data entry and compliance tracking within property management systems (e.g., OneSite RealPage)\nGenerates and reviews compliance and occupancy reporting\nProvides professional guidance to residents and applicants regarding eligibility and lease requirements\nResolves escalated concerns related to leasing or compliance matters\nQualifications\nEXPERIENCE/EDUCATION\nBachelor’s Degree\n3-5+ years of leasing or property management experience, preferably within affordable housing environments\nProfessional certification such as HCCP, COS, or equivalent preferred\nExperience managing LIHTC properties in Washington, DC preferred\nOr equivalent combination of education and experience\nKNOWLEDGE, SKILLS & ABILITIES\nStrong working knowledge of LIHTC (Section 42) requirements\nExperience reviewing income certifications and eligibility documentation\nSupervisory or team-lead experience\nProficiency in Microsoft Office and property management software\nFamiliarity with OneSite RealPage or similar systems preferred\nStrong leadership and supervisory skills\nHigh attention to regulatory detail\nAbility to balance leasing performance with compliance integrity\nStrong organizational and time management skills\nEffective communication and conflict resolution skills\nAbility to manage multiple priorities in a dynamic environment\nSalary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.\nFor Washington, D.C. this ranges from $53,100.00 - $72,490.00 plus benefits and retirement program.\nGilbane offers an excellent total compensation package which includes competitive health and welfare benefits and a generous profit-sharing/401k plan.
