As a Global Trade Compliance Senior Manager, you will be responsible for overseeing and managing daily Trade Compliance operations within the US/ Canada as well as providing guidance and support to regional managers within the countries where Gilead has an IOR/EOR presence.\nThe candidate must have expert knowledge in all aspects relating to Importing into every WCO/WTO member country, Exporting, EAR Classification, OFAC, BIS, Harmonized Tariff Classification, Customs Valuation, Denied Party Screening and Country of Origin determination, CTPAT.\nExperience working with PGAs such as the FDA in the pharmaceutical or life sciences industry. In addition, the candidate must possess extensive knowledge of duty reduction and elimination programs such as Free Trade Agreements, Duty Drawback, FTZ, Preferential Origin applications and Temporary Import Bonds.\n***Candidates may be considered fully remote (if not local) or site-based (Tuesday, Wednesday, Thursday) at Foster City, CA or Parsippany, NJ ***\nEssential Duties and Job Functions:\nResponsible for overseeing and leading the daily operations of all export and import compliance tasks and projects.\n\nManage Customs brokers to facilitate and support the efficient and timely customs clearance process.\n\nDevelop, implement, and maintain programs, policies, procedures, and controls to ensure compliance in accordance with new regulations, CBP (Custom and Border Patrol), CBSA (Canada Border Services Agency) guidelines and relevant agencies.\n\nInterface with PGAs, Custom brokers, internal and external customers on all matters pertaining to customs and import and export regulations.\n\nImplement audit program to include import entry filings, EEI export filings, valuation methodology.\n\nManage and assign HTS classifications, Export Control Classification (ECCN) FDA import product codes, Schedule B and country of origin information.\n\nManage import/export recordkeeping process in compliance with guidelines set forth by CBP, CBSA and Gilead’s corporate policy.\n\nDevelop and implement Global Trade Compliance training to cross-functional teams.\n\nEnsure transactions are screened against Denied Person and Entities list for restricted end-uses, and diversion.\n\nConduct internal audit and assessment of business activities for adherence to import/export procedures throughout the business lifecycle, including early-stage review of new products and classification/characterization of commodities through final delivery to customer.\n\nMonitor, measure and report Key Performance Indicators (KPI) related to import/export activities with goal to drive ongoing process improvement.\n\nDevelop and foster relationships with internal departments, plant, and warehouse operations, including R & D, Logistics, Supply Chain, Commercial, Tax, Legal, involved in import/export activities.\n\nReview opportunities for cost reductions and provide recommendations to Leadership Team.\n\nAll other duties as assigned.\n\nRequirements:\nHigh school diploma (or equivalent) with 12+ years of related experience in International Trade Compliance/ Supply Chain Management required OR\n\nAssociate's degree (or equivalent) with 10+ years of related experience in International Trade Compliance/ Supply Chain Management required OR\n\nBachelors (or equivalent) with 8+ years of related experience in International Trade Compliance/ Supply Chain Management required OR\n\nMasters (or equivalent) with 6+ years of related experience in International Trade Compliance/ Supply Chain Management required OR\n\nPhD (or equivalent) with 2+ years of related experience in International Trade Compliance/ Supply Chain Management required\n\nPreferred Qualifications:\nUS Customs Broker License.\n\nStrong technical knowledge of US/ Canada Customs laws and regulations.\n\nExperience implementing, managing, and collaborating on trade compliance programs.\n\nKnown for communicating effectively with compliance management and business leaders and teams, including excellent written and oral communication skills.\n\nIdentifying compliance gaps and recommending process improvements for global supply chain.\n\nProject Management experience a plus.\n\nAbility to influence internal and external partners without direct authority utilizing excellent collaboration skills.\n\nReputation for providing sound oversight, advice, and counsel on import / export compliance issues.\n\nSelf-Motivated / Ability to work with limited supervision.\n\nWorking knowledge of SAP GTS\n\nPeople Leader Accountabilities:\nCreate Inclusion - knowing the business value of diverse teams, modeling inclusion, and embedding the value of diversity in the way they manage their teams.\n\nDevelop Talent - understand the skills, experience, aspirations and potential of their employees and coach them on current performance and future potential.
