Google's infrastructure needs go far beyond server computers. As Google's products and services scale the globe, the Strategic Negotiation team works behind the scenes to secure infrastructure for Google's future -- everything from underwater cables to physical data center space. As a Strategic Negotiator, you combine your deep market knowledge of a given sector with tech industry savvy to negotiate cost-effective solutions to support Google's infrastructure growth. You'll work with specific project teams on negotiating agreements, managing vendor and partner relationships and presenting agreement recommendations to our Tech leadership. Your successful negotiations have the potential to save Google millions of dollars in operating costs and impact every part of the business.
Within Infrastructure Construction and Asset Management (ICAM), the Data Center Land Development team stewards Google’s owned Data Centers and supporting infrastructure post-acquisition. We bridge the gap between raw land and construction, ensuring on-time capacity delivery by mitigating risk, securing complex land entitlements, and negotiating utility agreements to build a scalable real estate foundation.
As a Land Development and Portfolio Manager, you will partner with cross-functional teams to lead pre-construction development on owned sites. You will take ownership of land-use entitlements, finalize provider agreements, and coordinate off-site infrastructure to ensure sites operate on schedule, within budget, and at full capacity. Serving as the primary site lead from post-acquisition through asset end-of-life, you will cultivate vital relationships with local jurisdictions, utility partners, and engineering teams to drive long-term operational success.

Individual pay is determined by factors including job-related skills, experience, and relevant education or training.US: $150000 - $217000 (USD) + 15% bonus target + equity + benefits

Responsibilities
- Negotiate utility infrastructure and extension agreements (water, wastewater, gas, power, roads) with providers and AHJs. Ensure third-party and company-delivered extensions are timely, cost-effective, and secured with firm capacity and protective terms.
- Support civil, utility, and building construction programs by ensuring campuses are development ready and aligned with schedules. Coordinate zoning, entitlements, easement actions, environmental mitigations, permitting (air, discharge), and grid or traffic impact studies.
- Serve as the lead liaison with local and national utility providers for supply strategy. Facilitate critical negotiations between internal technical teams and external partners to secure the utility capacity needed for planned data center developments.
- Manage all development activities to consistently meet or exceed required infrastructure delivery schedules as determined and communicated by internal capacity planning teams.
Qualifications
Minimum qualifications:
- Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Real Estate, a related field, or equivalent practical experience.
- 6 years of experience leading negotiations on land entitlements and infrastructure agreements on projects using a combination of internal and external resources.
Preferred qualifications:
- Master's degree in Urban Planning, Architecture, Civil Engineering, Real Estate, or a related field.
- Experience managing greenfield land development, site selection, and real estate transactions for large-scale data centers or mission-critical facilities.
- Experience in agreement drafting, redlining, and delivering presentations.
- Expertise in project economics, risk management, financial modeling, budgeting, indirect taxes, and economic development policy.
- Track record of collaborating with utility providers and local governments to secure power allocations, with an understanding of power transmission and data center technology.
