The same term or data field may have different meanings or calculation logic across different government agencies. Without that context, people and AI tools misinterpret data, give wrong answers, or fail to combine sources.\nContext layers capture that missing meaning by organising the definitions, business rules, relationships and provenance around government data, in a form both people and AI systems can use.\nIn this role, you would:\n1. Agency context layers - help government agencies identify use cases where context matters most, pilot and build their own context layers, and ensure these can be easily maintained and repeatable across other agencies.\n2. A cross-agency context layer - work out how shared meaning can be established across agencies, so data and AI applications work across domain boundaries.\nThis is an early-stage, zero-to-one product role. You will work closely with agencies, policy owners, data teams, engineers, and users to test hypotheses, deliver practical prototypes, and determine which capabilities should be scaled as common government products or standards.\n[What you will be working on] \nAs a Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. Your core responsibilities include: \nSet the product strategy\nDefine the vision for government context layers and the use cases they should enable.\n\nTranslate an ambiguous problem space into testable product hypotheses, priority user journeys, and a sequenced roadmap.\n\nDefine the relationship between agency-specific context layers and shared cross-agency capabilities.\n\nDecide what GovTech should build centrally, offer as reusable components, set as standards, or leave to agencies.\n\nAlign product, engineering, data, AI, policy and agency leadership.\n\nHelp agencies build their own context layers\nBuild a network of partner agencies willing to co-develop and test use cases\n\nLead discovery into agencies' data, terminology, business rules, user needs and existing knowledge assets\n\nPrioritise high-value operational, analytical, service-delivery and AI use cases, and define success measures for each\n\nGround every context layer in a real product or workflow, not a documentation exercise\n\nDefine how context layers connect to data platforms, AI systems, search tools, analytics environments and digital services, while meeting security, performance and data governance standards.\n\nTest operating models, from agency-led to centrally supported to shared services, and identify adoption barriers such as unclear ownership, maintenance effort and skills gaps.\n\nTurn lessons from pilots into reusable playbooks, patterns, tools and onboarding.\n\nBuild a cross-agency context layer\nIdentify use cases that need concepts, entities and relationships understood across agency boundaries.\n\nExplore how differing definitions, taxonomies, identifiers and data models can be mapped or reconciled.\n\nBuild and validate prototypes that combine context from multiple agencies for discovery, decision support, analytics or AI applications.\n\nAgree ownership, stewardship, contribution and maintenance models for shared context.\n\nWork with agencies on trust, provenance, access controls and accountability.\n\nMeasure and iterate\nDefine and track product metrics that show real value (e.g. AI answer accuracy, time saved, reuse of context) rather than vanity metrics.\n\nRun structured experiments and user studies to validate product decisions and prioritise the roadmap.\n\nMaintain a clear, well-reasoned product backlog and communicate trade-offs transparently to stakeholders.\n\n[What we are looking for] \nAt least 5 years of relevant experience, including 3 or more in product management within cross-functional teams of engineers, designers and data or platform specialists\n\nStrong product sense and product management experience - including ability to do zero-to-one product discovery experience in ambiguous problem spaces\n\nExperience delivering data or AI products, with a working understanding of data governance, provenance, access control and information security\n\nComfort working with engineers on APIs, data models, integration patterns, retrieval systems and AI-enabled applications\n\nStrong facilitation and stakeholder management across organisations with different incentives, without direct authority over them\n\nStrong analytical skills - comfortable using data to diagnose problems, validate hypotheses, and communicate product performance\n\nPrior experience with knowledge graphs, ontologies, taxonomies, metadata standards or semantic modelling\n\nExperience designing federated operating models: knowing when to set common standards versus localised mappings\n\nExperience in or with government agencies, or other large federated organisations where adoption depends on coordination rather than top-down mandate\n\nBackground in building or evaluating retrieval-augmented or agentic AI systems\n\nDiploma/Degree in Computer Science, Infocomm Technology, Engineering, or a related subject area, or prior working experience in product management, IT business analysis, application solutioning design and testing.\n\nExperience in modern product development and management practices such as Agile, Design Thinking, and Product-Centric Development will be strongly preferred.\n\nWhat we offer you: \nGovTech is an equal opportunity employer committed to fostering an inclusive workplace that values diverse voices and perspectives, as we believe that diversity is the foundation to innovation. \nOur employee benefits are based on a total rewards approach, offering a holistic and market-competitive suite of perks.
