will complement the Pulse, our ITDP Bronze Medal-winning flagship system that serves as the spine of our network.\nSUMMARY:\nUnder the general direction of the Capital Improvement Program Manager, the Capital Improvement Project Manager for Transit Infrastructure oversees, manages, and coordinates the development and implementation of assigned capital improvement projects from conceptualization through final acceptance, including planning, design and engineering, procurement, construction, close-out, and asset implementation.\nThe position is primarily responsible for managing GRTC’s transit infrastructure, including bus stop improvements (included but not limited to shelters, benches, trash receptacles, landing pads, signage, and related passenger amenities) and Bus Rapid Transit (BRT) stations, but will also manage other capital projects as assigned.\nThe incumbent ensures projects are completed on time, within budget, in compliance with applicable regulations, and achieve intended operational and customer service outcomes.\nESSENTIAL DUTIES AND RESPONSIBILITIES:\nDevelop project plans and implementation approaches, including scope, schedules, budgets, cost estimates, milestones, and resource requirements for assigned capital improvement projects\nMonitor and update project schedules, budgets, expenditures, and forecasts throughout the project lifecycle.\nEnsure assigned projects are completed on time, within budget, and in accordance with established goals and performance standards.\nCollect, assess, and evaluate existing conditions related to transit infrastructure and passenger amenities to support project development and prioritization.\nCoordinate with internal departments, local jurisdictions, consultants, contractors, funding partners, and other stakeholders to support project development, implementation, and delivery\nCoordinate jurisdictional approvals and permitting activities required for transit infrastructure improvements.\nWork with Procurement to prepare and administer Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bid (IFBs), task orders, consultant contracts, purchase orders, and change orders.\nCoordinate with Grants Administration to prepare funding requests and provide accurate reporting to funding partners.\nReview project documents, including construction drawings, maintenance of traffic plans, staging plans, signage and markings plans, technical reports, and construction specifications.\nDevelop and maintain project tracking systems, databases, and project files to monitor scope, schedule, budget, milestones, deliverables, and overall project performance.\nCoordinate ongoing infrastructure transit improvement projects with existing and planned transit services, bus stops, shelters, amenities, and related capital initiatives.\nLead project progress meetings, coordinate status updates, review meeting minutes, and communicate project status to management and stakeholders.\nPrepare progress reports documenting project accomplishments, upcoming activities, risks, schedule variances, and budget status for leadership and executive management.\nWorking closely with the Director of Capital Construction and Facility Improvement and the Capital Improvement Program Manager, negotiate critical and controversial issues and resolve conflicts impacting project schedules, costs, scope, and deliverables.\nDemonstrate sound judgment, creativity, and problem-solving skills in planning, organizing, coordinating, and managing complex capital projects.\nCoordinate the needs of multiple departments and stakeholders to ensure project consistency and successful delivery.\nDevelop and implement project-specific quality assurance and quality control measures.\nReview and approve contractor invoices and payment requests.\nOversee, direct, and monitor consultant and contractor activities in the field and prepare necessary contract administration documentation and certifications for payment processing.\nCoordinate procurement and installation of transit infrastructure amenities and related project materials.\nEnsure contract task orders, amendments, and change orders are properly administered and executed.\nProvide presentations, briefings, and project updates to management, stakeholders, governing bodies, and the public as needed\nEnsure project compliance with applicable federal, state, and local regulations, including National Environmental Policy Act (NEPA), Section 106, Section 4(f), and other funding and permitting requirements\nSupport transit infrastructure asset renewal, replacement, enhancement, and maintenance initiatives to improve safety, accessibility, and customer experience.\nOTHER DUTIES AS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.\nEducation / Experiences / Certifications:\nBachelor's degree required.\nMinimum of two years of project management experience; transportation or infrastructure project experience preferred.\nPMP certification preferred.\nOSHA certifications preferred.\nKnowledge / Skills / Abilities:\nDemonstrated experience managing multidisciplinary project teams.\nAbility to read and interpret architectural and engineering plans, narrative specifications, and other construction-related documents.\nFamiliarity with the NEPA process for transit projects.\nStrong planning, analytical, organizational, and time management skills.\nExcellent written and verbal communication skills.\nProficiency with Microsoft Office applications, including Word, Excel, Outlook, and Project.\nAbility to produce accurate, high-quality work products and manage multiple priorities simultaneously.\nPossession of a valid driver's license.\nExperience working with local, state, or federal government agencies preferred.\nPHYSICAL DEMANDS:\nThe physical demands described here are representative of those that an employee must meet to successfully perform the functions of this job.
