This role provides high-visibility, mission-critical\nsupport across six integrated task areas involving strategic alignment, analytics, automation, process improvement, executive secretariat\nsupport, and content development. The consultant will work closely with DHS senior leadership, cross-component stakeholders, and strategic\nplanning teams to advance department-wide policy execution and long-term strategic initiatives.\nResponsibilities include the following:\nAdvise senior DHS leaders on strategic priorities, policy issues, and organizational initiatives that support departmental mission objectives.\n\nServe as the primary liaison between business stakeholders and technical delivery teams, translating business needs into requirements while communicating technical constraints, tradeoffs, risks, and solution options in clear language\n\nLead the elicitation, documentation, analysis, validation, and management of business and functional requirements through stakeholder interviews, workshops, process reviews, and discovery sessions, ensuring alignment with business objectives and strategic goals.\n\nAnalyze business processes, identify opportunities for improvement and optimization, and translate business needs into actionable deliverables including user stories, process flows, functional specifications, and testing criteria to support solution design, implementation, and successful delivery.\n\nPrepare executive-level briefings, reports, decision memoranda, strategic communications, and other high-visibility deliverables.\n\nSupport governance, strategic planning, and performance management activities, including coordinating executive meetings, tracking action items, and monitoring progress toward organizational goals.\n\nManage a small team of business analysts and process improvement practitioners, providing coaching, quality assurance, workload management, and professional development support.\n\nLead and coordinate cross-functional teams and projects, driving progress and collaboration across DHS components and stakeholders to advance strategic outcomes.\n\n What You Will Need:\nMust be able to OBTAIN and MAINTAIN a Federal or DoD \"PUBLIC TRUST\"; Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.\n\nBachelor's Degree.\n\nSIX (6) years of professional experience supporting business analysis, strategy, policy, program management, management consulting, or a related field.\n\nStrong writing and communication skills for senior-level audiences.\n\nAbility to collaborate effectively in fast-paced, high-visibility environments with diverse stakeholders.\n\n What Would Be Nice To Have:\nExperience supporting DHS, federal policy organizations, or government strategy and operations initiatives.\n\nKnowledge of DHS mission areas, including immigration enforcement, border security, counterterrorism, international affairs, or other homeland security functions.\n\nFamiliarity with DHS headquarters operations, including policy coordination, Executive Secretariat (ExecSec) processes, and engagement with senior executives and political appointees. Experience developing current-state/future-state process maps, journey maps, service blueprints, and operating models.\n\nExperience supporting strategic planning, performance management, organizational modernization, or digital transformation initiatives within the federal government.\n\nExperience applying customer experience (CX) principles to evaluate and improve business processes, ensuring solutions are intuitive, effective, and aligned with the needs of end users and stakeholders.\n\nDemonstrated ability to analyze complex data, develop dashboards and visualizations, and translate findings into actionable recommendations for leadership.\n\nExperience with process improvement, workflow design, and automation tools (e.g., Power Automate) to improve operational efficiency and reporting.\n\nExposure to AI-enabled analytics, data-driven decision support, or emerging technologies in a government environment.\n\nExperience supporting political appointees.\n\nThe annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
