This executive-level role will oversee the design, implementation, and adoption of enterprise human capital data products, governance frameworks, integration architectures, and business process modernization efforts.\nThe Associate Director will serve as a key advisor to federal executives, HR leadership, IT organizations, and mission-area stakeholders while guiding multidisciplinary teams across data engineering, enterprise architecture, data governance, change management, and HR modernization disciplines.\nKey Responsibilities:\nStrategic Leadership\nLead enterprise-wide data and process modernization initiatives supporting federal HCM transformation.\nEstablish vision, roadmap, governance models, and operating frameworks for HCM data and analytics.\nAdvise senior executives on modernization strategy, organizational readiness, governance, and business transformation.\nServe as the primary interface between business, HR, technology, security, and data stakeholders.\nData Strategy & Governance\nEstablish and operate enterprise data governance frameworks.\nDefine and implement data products, ownership models, stewardship processes, and data contracts.\nLead development of enterprise metadata management, lineage, cataloging, quality, and security strategies.\nOversee implementation of federated governance and data operating models.\nData Architecture & Modernization\nAid in design and implementation of cloud-based data platforms, Lakehouse architectures, and enterprise analytics solutions.\nGuide modernization of legacy HR, payroll, workforce, and personnel systems.\nOversee enterprise API adoption, data integration patterns, master data management, and system interoperability initiatives.\nProcess Transformation\nEvaluate current-state HR and business processes.\nLead process reengineering initiatives aligned with HCM 2.0 modernization goals.\nDefine target-state business processes, SOPs, governance controls, and service delivery models.\nDrive adoption of standardized enterprise processes and operational excellence frameworks.\nProgram Leadership\nLead multidisciplinary teams of architects, data engineers, analysts, HR specialists, governance professionals, and change management practitioners.\nManage executive reporting, performance metrics, risk management, issue escalation, and stakeholder communications.\nEnsure alignment with federal security, privacy, and compliance requirements.\nSupport acquisition strategy, solution planning, and technology decision-making activities.\nWhat You Will Need:\nTen (10+) years of overall work experience.\nBachelor’s degree from an accredited university.\nExperience leading enterprise data, analytics, business transformation, or technology modernization programs.\nExperience managing large federal government programs.\nExperience working with federal HR, workforce, financial, payroll, or ERP modernization programs.\nExperience leading
