This role will maintain program and workforce data, develop trackers and reports, monitor participant progress, and provide insights that help NIH manage recruitment, onboarding, and participant lifecycle activities.\nThe Data Analyst will collaborate with program managers, coordinators, mentors, and Government stakeholders to ensure program information is accurate, current, and useful for decision-making.\nWhat You Will Do\nCollect, organize, validate, and analyze recruitment, onboarding, participant, workforce, and program performance data.\nMaintain participant lifecycle trackers covering application status, onboarding, mentor assignments, training, milestones, deliverables, and administrative actions.\nMonitor onboarding requirements, including background investigations, credentialing, badging, required training, and system access.\nTrack recruitment activities, application processing, interviews, mentor matching, and selection coordination.\nDevelop dashboards, charts, reports, and briefing materials that clearly communicate program status and trends.\nPrepare monthly program operations and performance reports.\nSupport quarterly analyses of participant progression, workforce utilization, mentor-recommended task alignment, and program outcomes.\nIdentify missing information, inconsistent records, delayed activities, operational risks, and opportunities for process improvement.\nMaintain data dictionaries, metric definitions, reporting templates, and data-quality procedures.\nSupport documentation of recruitment, onboarding, selection, and participant lifecycle workflows.\nRespond to requests for program and workforce information using verified data.\nProtect sensitive applicant and participant information in accordance with applicable Federal and NIH requirements.\nUse Government-approved tools and platforms, including Microsoft Excel, Power BI, SharePoint, and Teams.\nEnsure reports, dashboards, and other electronic products meet applicable Section 508 accessibility requirements.\nWhat You Will Need\nBachelor’s degree \nMinimum of FOUR (4) years of professional experience \nExperience in data analysis, program analysis, workforce analytics, performance measurement, program evaluation, or operations reporting is highly preferred.\nWhat Would Be Nice to Have\nAdvanced Microsoft Excel skills, including formulas, pivot tables, lookup functions, charts, and data validation.\nExperience developing dashboards and reports using Microsoft Power BI, Tableau, or a similar business-intelligence tool.\nExperience collecting, cleaning, reconciling, and analyzing information from multiple sources.\nExperience developing and maintaining operational trackers, performance measures, or management reports.\nAbility to identify data-quality issues, operational trends, risks, and reporting gaps.\nStrong written and verbal communication skills.\nAbility to explain data and analytical findings to technical and nontechnical audiences.\nStrong attention to detail and the ability to manage recurring monthly and quarterly deliverables.\nExperience handling sensitive workforce, applicant, participant, or program information.\nAbility to collaborate with program managers, coordinators, mentors, and Government stakeholders.\nProficiency with Microsoft SharePoint, Teams, and other Microsoft 365 tools.\nBachelor’s degree data analytics, statistics, business analytics, information systems, public health, economics, mathematics, computer science, program evaluation, or a related field.\nMaster’s degree in a quantitative, analytical, public health, information systems, or program-evaluation field.\nExperience supporting NIH, HHS, or another Federal agency.\nExperience supporting a fellowship, internship, recruitment, workforce development, training, or rotational program.\nExperience analyzing recruitment pipelines, onboarding completion, participant progression, workforce utilization, or program outcomes.\nExperience using Power Query, Microsoft Lists, Power Pivot, or Microsoft Forms.\nWorking knowledge of SQL, Python, or R for data preparation, analysis, automation, or visualization.\nExperience conducting trend analysis, forecasting, root-cause analysis, or process-performance analysis.\nFamiliarity with Federal privacy, security, records-management, and data-governance requirements.\nExperience developing Section 508-compliant reports, dashboards, and presentation materials.\nWhat Success Looks Like\nProgram and participant records are accurate, complete, and current.\nRecruitment, onboarding, milestone, and workforce trends are clearly communicated.\nMonthly and quarterly reports are delivered on time and supported by validated data.\nData definitions and calculations are applied consistently across reports and dashboards.\nMissing information, delayed activities, and operational risks are identified early.\nProgram leaders receive clear, reliable information to support Government decision-making.\nSensitive applicant and participant information is handled appropriately.\nAnalytical findings lead to practical improvements in program operations and reporting.\nThe annual salary range for this position is $98,000.00-$163,000.00.
