Applicants are encouraged to self-identify on their electronic application.\nReporting to the Director, Cybersecurity, the Manager, Cybersecurity Operations is responsible to manage and administer the day-to-day work of the IT Security Analysts, IT Security Administrator and Cybersecurity Risk Analyst in the delivery of HRM’s cybersecurity operations and program roadmap. This position will interact with all levels of staff and management within the Information Technology business unit.\nDUTIES AND RESPONSIBILITIES:\nOversee and drive strategic security initiatives from development through successful execution under the guidance of Leadership.\nContinuously enhance and execute on Cyber Security roadmap. Defining projects’ scope, priorities, goals and tracking progress on milestones and service deliverables, dependencies and, managing problems early to ensure successful execution.\nAssist and communicate with executives in decision-making, program management, and initiative implementation.\nProvide leadership and work in partnership with the security team to understand policies, assess cybersecurity risk, establish strategic direction, and provide direction.\nPartner with operations, business owners to identify security exposures, knowledge gaps, skills gaps and develop mitigation plans to address them.\nProvide oversight, planning and execution of any required vulnerability audits, penetration tests or IT audits.\nAttend meetings with other managers to determine operational needs.\nCreate reports for Leadership on security posture.\nResponsible for daily direction of the team resources, including determining work priorities; scheduling and assigning responsibilities.\nCreate an environment orientated to trust, open communication, creative thinking & cohesive team effort.\nMaintain healthy group dynamics and positive working relationships with business.\nFacilitate problem solving and collaboration.\nIntervene when necessary to aid the group in resolving issues.\nOrganize & facilitate project and operationally focused team meetings.\nFamiliarize the team with business needs and ensure the team addresses all relevant areas.\nParticipate in recruitment activity and provide recommendations for hiring.\nAnticipate IT policy, procedure, and skillset needs to meet future needs and influences positive change to meet these future needs.\nApprove, monitor, and manage expenditures, and examine any areas where budgets and expenditure are not in alignment for operational and project budgets.\nAssist with the definition and operation of effective financial controls and decision making, especially in the areas of service, projects, and component cost.\nSupport the integration of the corporate plan, corporate initiatives, and objectives into work unit culture.\nResponsible for all Human Resources functions in support of staffing and employees including and not limited to recruitment, employee lifecycle, performance, professional development, attendance, health and safety.\nQUALIFICATIONS:Education & Experience:\nPost secondary degree in a business or technical discipline\nMinimum three years of supervisory experience\nMinimum five years of security/technical project management experience in complex IT environments\nProven track record as a team player and business partner\n Technical / Job Specific Knowledge and Abilities:Thorough understanding of compliance frameworks such as NIST Cyber Security Framework, CIS Critical Security Controls, PCI DSS, AICPA SOC 2, NIST 800-53 and/or ISO 27001\nTeam leadership and project management skills to plan, manage, prioritize, and ensure efficient and effective operations delivery in a rapidly changing environment\nTeam development skills, i.e., team motivating, team mentoring\nStrong business and technical acumen\nGeneral knowledge in application and network security, security operations, threat risk assessment and operational risk management\nThorough knowledge of municipal government workings\nEffective communication (written and verbal), relationship management, tact, and negotiating and interpersonal skills\nDemonstrated knowledge of change management approaches and practices\nAbility to implement a Continuous Improvement maturity program\nAbility to work well under pressure and time constraints, and to prioritize competing priorities appropriately\nAbility to work independently with minimal supervision and direction\nDemonstrated sound judgment regarding involvement of other senior team members when navigating difficult stakeholder issues\nSecurity Clearance Requirements: Applicants may be required to complete an employment security screening check.Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge.
