The requirements listed below are representative of knowledge, skill, and/or ability required.\nEnsure that all HPSI safety procedures, rules and regulations are communicated, understood, and followed.\nProcess Purchase Requisitions, Issue Requests for Quotes, develop bid analyses, conduct negotiations and issue Purchase Orders.\nUse SAP to support purchasing process.\nDevelop successful negotiation strategies for purchase of material, equipment and services for ship production and yard operations.\nWork closely with Production and Engineering (where necessary) to ensure that materials, equipment or services being ordered and delivered will fulfill all requirements.\nMonitor vendor performance to make sure all orders arrive on time and within budget.\nCoordinate and manage General Stock Items (GSI) list and domestic sourcing.\nWork with Material Control and Production to input Material Problem Report (MPR) and seek resolution.\nDocument project shipments and maintain schedule changes.\nWork closely with Planning to manage Production Need Dates (PNDs) and communicate to procurement partner.\nManage Material Supply Agreement with project procurement partner.\nTravel may be required.\nMaintain log of monthly material receipt and commercial invoices.\nSupport meetings required for the project.\nConduct market research, obtain quotes and develop estimates for new projects.\nWork with other Buyers to ensure goods arrives on time and project milestones are met.\nSupport key stakeholders by providing timely updates and information as requested.\nPerform other related duties as required and assigned.\nCOMPETENCIES\nStrong written and oral communication skills.\nStrong analytical skills.\nStrong problem-solving skills.\nLeadership\nWillingness to take on new tasks and continue to learn.\nStrong ability to negotiate and secure best prices and terms.\nExperience working in a cross-functional team environment.\nWillingness and ability to work as a team member.\nSUPERVISORY RESPONSIBILTY\nThis position has no supervisory responsibilities.\nEDUCATION AND EXPERIENCE\nBachelor of Science or Art college degree preferred.\nMinimum 2 years of Purchasing experience in Shipbuilding industries & Government contracting is plus.\nProficient in Microsoft software applications such as Word and Excel.\nFamiliar with Access and Power Point.\nProficient in SAP.\nWORK ENVIRONMENT\nEnvironmental exposures are similar to those found in most heavy industrial settings and may include noise, heat, cold, vibration, dust, fumes and smoke.
