Our products span Provider Digitization, Financial Solutions, and Public Health & Data Partnerships, including HeliumOS, HeliumDoc, HeliumCredit, HeliumWallet, and HeliumCares.\nHeliumCares is implementing a multi-state maternal health programme to improve women’s access to timely maternal health information, risk assessment, and appropriate care through WhatsApp and HeliumDoc, supported by an Antenatal Risk Stratification (ARS) tool. The programme will work with State Ministries of Health, healthcare facilities, community health workers, and other stakeholders to drive user recruitment, risk assessment, referrals, and linkage to care.\nWe are looking to hire a Public Health implementation officer to coordinate implementation within Kano state to oversee field activities and stakeholder engagement, monitor performance, and ensure programme targets and deliverables are achieved.\nResponsibilities:\nState-Level Project Implementation\nCoordinate implementation of programme activities within the state in line with approved workplans, timelines, targets, and quality standards.\nTranslate programme plans and milestones into weekly and monthly state-level implementation activities.\nCoordinate implementation across participating healthcare facilities, communities, community health workers, and other field partners.\nTrack state-level milestones and proactively identify and escalate implementation delays, risks, and operational challenges.\nCoordinate state-level activities including sensitisation, training, recruitment drives, facility engagement, stakeholder meetings, and programme reviews.\nUser Recruitment and Activation\nImplement the state's user recruitment and activation strategy across participating facilities and communities.\nCoordinate facility-based recruitment, CHW outreach, community activation drives, referrals, and partner-led recruitment activities.\nSet and monitor recruitment targets for field personnel and participating facilities in line with programme targets.\nSupport field teams to identify eligible women and onboard them onto the digital platform.\nMonitor recruitment and activation data to ensure reported users are appropriately onboarded and meet programme requirements.\nIdentify underperforming locations or recruitment channels and implement corrective actions with the project team.\nField Team and CHW Coordination\nCoordinate and supervise CHWs and other field personnel supporting programme implementation within the state.\nAssign activities and performance targets and monitor delivery against agreed expectations.\nConduct regular field-team check-ins and provide implementation guidance and problem-solving support.\nEnsure field personnel have the training, information, materials, and operational support required to carry out their responsibilities.\nReview and validate field activity reports and supporting documentation.\nHealth Facility Coordination\nBuild and maintain effective working relationships with participating public and private healthcare facilities.\nCoordinate facility onboarding and implementation of programme activities within participating facilities.\nWork with facility focal persons and recruitment stewards to support user recruitment, risk assessment, sensitisation, and adoption of the programme's digital tools.\nMonitor facility participation and address or escalate implementation challenges.\nCoordinate facility-level capacity-building and ongoing implementation support.\nGovernment and Stakeholder Engagement\nServe as the day-to-day programme liaison with relevant state-level government stakeholders, under the direction of the programme leadership team.\nMaintain effective working relationships with the State Ministry of Health, participating facilities, community stakeholders, and implementation partners.\nSupport state kickoff meetings, advocacy engagements, dashboard reviews, programme reviews, and other stakeholder meetings.\nDocument agreed actions from stakeholder engagements and ensure appropriate follow-up.\nRepresent the programme at approved state-level meetings and engagements as required.\nTraining and Implementation Support\nCoordinate orientation and capacity-building activities for CHWs, facility personnel, and other relevant stakeholders.\nSupport field personnel and participating facilities in effectively using the programme's digital tools.\nIdentify recurring operational or user challenges and escalate technical issues to the appropriate central team.\nGather structured feedback from users, healthcare facilities, and field personnel to support continuous improvement.\nMonitoring, Data Quality and Reporting\nTrack state performance against programme indicators, recruitment targets, facility targets, and implementation milestones.\nMaintain accurate records of recruitment, facility participation, field activities, training, stakeholder engagement, and other programme activities.\nReview field data for completeness, accuracy, and consistency and ensure identified discrepancies are resolved.\nPrepare and submit timely weekly and monthly implementation reports.\nUse programme dashboards and other monitoring tools to identify performance gaps and support corrective action.\nDocument implementation lessons, challenges, beneficiary feedback, and relevant success stories.\nLogistics and Resource Management\nCoordinate logistics for field activities, community activation drives, training, facility visits, and stakeholder engagements.\nEnsure appropriate use and accountability for programme resources and materials assigned to the state.\nMaintain accurate documentation of materials distributed, field activities, and other required implementation records.\nCoordinate field schedules to support efficient use of programme resources.\nQuality, Safeguarding and Compliance\nEnsure state-level implementation complies with approved programme protocols, organizational policies, data-protection requirements, and relevant ethical and regulatory requirements.\nEnsure appropriate confidentiality and handling of participant and programme information.\nEnsure recruitment and community-engagement activities are conducted respectfully and in accordance with approved programme procedures.\nIdentify and promptly escalate quality, safeguarding, or compliance concerns.\nRequirements\nBachelor's degree in Public Health, Nursing, Community Health, Health Sciences, Social Sciences, or a related field.\nMinimum of 4 years of relevant experience in public health programme implementation, community health, field operations, healthcare delivery, or a related area.\nDemonstrated experience coordinating field-based health programmes and working with healthcare facilities, CHWs, government stakeholders, or community-based organisations.\nExperience supervising or coordinating field teams and managing implementation and performance targets.\nStrong understanding of community engagement, health programme implementation, and field-level monitoring.\nExperience with maternal and reproductive health programmes is an advantage.\nExperience working with digital health or technology-enabled healthcare interventions is an advantage.\nStrong reporting, documentation, data-quality, and basic analytical skills.\nAbility to interpret programme data and use performance information to guide implementation decisions.\nExcellent communication, stakeholder-management, and interpersonal skills.\nStrong organisational skills and ability to coordinate multiple activities and stakeholders simultaneously.\nAbility and willingness to travel regularly within the assigned state.\nFluency in English and proficiency in relevant
