This position serves as the primary client liaison and provides strategic leadership, technical expertise, and program oversight to ensure successful project delivery in accordance with budget, schedule, quality, and stakeholder objectives. The ideal candidate will possess extensive experience managing large-scale facilities, infrastructure, and mission critical projects utilizing varying delivery methods. Experience working within California's public sector procurement and regulatory environment is strongly preferred.\n Project Leadership\nServe as the Owner’s representative and be the primary point of contact for executive stakeholders and project partners.\nLead the project planning, permitting (where required), design, procurement, construction, occupancy and closeout of major capital projects and programs. Includes a deep understanding of program budget development and the ability to collaborate with the ownership stakeholder group to accurately capture all “owner side” budget elements to establish a full and complete owners program budget. \nManage project goals, scope, schedule, budget, quality control, risk management strategies and performance metrics.\nCreate and manage the contract deliverables matrix, ensuring its successful execution while holding the team accountable for meeting set objectives. Continuously evaluate and verify the scope of services to ensure alignment with Company’s contract terms.\nMonitor project progress, address any issues, proactively solve problems that could affect project delivery and provide regular executive-level reporting, presentations, and recommendations\nProvide the required executive leadership necessary to lead a large team of subordinate employees, subconsultant team members and owner stakeholders in a high preforming setting to drive execution of the program through accountability, open collaboration and conflict resolution to achieve the project owners desired outcomes. \nCMGC Delivery Management\nManage the CMGC procurement and contractor selection process including RFQ/RFP development, evaluations to include scope gap assessments, contractor selection, and contract negotiations.\nLead collaboration between the design team and CMGC contractor during preconstruction.\nFacilitate constructability reviews, value engineering workshops, and risk assessments.\nCoordinate development and negotiation of the Guaranteed Maximum Price (GMP).\nEnsure alignment among scope, budget, schedule, and operational requirements.\nPromote a partnering environment to minimize disputes and maximize project success.\nDesign and Preconstruction Oversight\nManage architects, engineers, and specialty consultants through all design phases.\nReview and validate operational requirements, space programming, and building systems.\nOversee design quality, constructability, maintainability, and life-cycle value considerations.\nDirect cost estimating and budget validation efforts throughout design development.\nConstruction Administration\nMonitor contractor performance related to safety, quality, budget, and schedule.\nReview and approve change orders, construction modifications, and project contingencies.\nCoordinate inspections, testing, commissioning, and regulatory approvals.\nEnsure successful turnover, occupancy, and operational readiness of the facility.\nEnsure compliance with applicable California building codes, public contracting requirements, labor compliance regulations, safety standards, and environmental requirements.\nStakeholder Engagement\nCoordinate with executive leadership, facilities personnel, operations staff, technology teams, and end users.\nManage communication with public agencies, permitting authorities, utilities, and community stakeholders.\nFacilitate project meetings, decision-making sessions, and executive briefings.\nIdentify project risks and develop mitigation strategies to support successful project delivery.\nFinancial Management\nDevelop and manage the overall project budget.\nMonitor expenditures, forecasts, contingencies, and cash flow.\nIdentify and mitigate financial and schedule risks throughout project delivery.\n Bachelor's degree in Construction Management, Civil Engineering, Architecture, Project Management, Facilities Management, or related field.\nMinimum 20 years of progressively responsible experience managing major facility construction projects.\nDemonstrated experience delivering ground-up facilities valued at $100 million or greater.\nMinimum 10 years of experience utilizing CMGC, CMAR, Design-Build, or other alternative delivery methods.\nExperience managing mission-critical, operations, emergency management, utility, transportation, public sector, or institutional facilities preferred.\nProfessional Engineer (PE), Project Management Professional (PMP), Certified Construction Manager (CCM), Registered Architect (RA), or LEED Accredited Professional (LEED AP) certifications preferred.\nExperience with CMGC/CMAR delivery methods, building systems and facilities infrastructure, cost estimating and budgeting, GMP development and negotiation, scheduling software (Primavera P6, MS Project), project controls PMIS experience, BIM and digital project delivery tools, contract administration and claims management, commissioning and facility turnover processes\nPossesses executive-level communication skills, team leadership and mentoring, negotiation and conflict resolution, strategic planning, risk management, stakeholder engagement\nKnowledge of building codes and life safety requirements, public procurement regulations, environmental and sustainability standards, and OSHA and construction safety requirements\nPreferred Experience for Facilities CMGC Projects\nCandidates should have direct experience managing: airports and transportation facilities, civic and government facilities, data and control centers, laboratory and mission-critical facilities, deferred maintenance and infrastructure renewal programs, and occupied facility renovations requiring phased construction\nThe salary range for this position is $250,000 - $300,000.
