The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Brisbane, Australia.\nKey responsibilities:\nThe role will be responsible for providing Health, Safety and Environmental support for our Queensland operations.\nThe primary purpose is to contribute to influence positive attitudes and behaviours that foster a positive safety culture, ensure continuous improvement and good corporate governance of Health, Safety and Environmental requirements. The secondary purpose is to support the Project Management Team to provide expert advice, support and coordination to maintain compliance with Workplace Health, Safety & Environmental (HSE) legislation GBMS and client requirements.\nThis is a broad role that will have the opportunity to really push into a variety of areas including:\nProject Safety Leadership, Expertise and Contractor Oversight\nProviding technical advice and coaching including safety leadership, risk management, HSE systems, incident investigation, audits and training\nDrive continuous improvement of HSE, contributing to implementation of best practice, improved safety leadership, engagement with the workforce and influencing of positive behaviours\nSafety Culture Promotion\nChampion a proactive safety culture across all project phases-design to delivery.\nFacilitate leadership safety walks and interactions, forums, and workshops to embed safety, risk awareness and capability development as core project values.\nPromote open communication and feedback loops between contractors, project teams, and frontline workers.\nRisk Management and Assurance\nLead the development and implementation of comprehensive risk management and assurance frameworks.\nConduct HSE Performance Measure Reviews (Workplace Inspections, Observations and Internal Audits) and prepare reports outlining potential risks and areas of improvement\nFacilitate risk identification workshops with internal teams and contractors to assess and prioritise project risks.\nHuman and Organisational Performance\nImplement HOP-aligned systems to enhance learning from work-as-done and build operational resilience.\nLead learning teams and post-event reviews to drive continuous improvement and reduce harm potential.\nCollaborate with functions and coordinate learning team meetings whilst fostering ownership and accountability.\nStakeholder Influence and Collaboration\nPartner with internal and external stakeholders including engineering, procurement, legal, and contractor teams to integrate safety and risk management into project delivery.\nInfluence senior leadership to embed safety and risk considerations into strategic project decisions and contractor performance reviews.\nCompliance and Accreditation\nEnsure project compliance with local, regional, and national safety regulations.\nLead ISO 45001 and ISO 14001 accreditation efforts across project sites and contractor operations.\nConduct regular audits and assurance reviews of contractor HSE systems and performance.\nManagement Systems and Continuous Improvement\nSupport implementation and improvement of HSE management systems aligned with ISO standards.\nDevelopment and implementation of management plans\nEnsure systems support projects and contractor operations.\nBuild capability in using HSE systems through training and coaching.\nWorkplace Health, Safety, Environment and Quality Statistics & Reporting\nManage the collection, maintenance and analysis of relevant HSE performance measures including resource consumption data and metrics.\nRequired skills and experience:\nA sound knowledge of the Queensland legal framework is essential.\nMust have excellent written and verbal communication skills.\nDemonstrated leadership in HSE and risk management on major turnkey projects.\nExtensive experience overseeing contractor safety and risk.\nProficient in applying HOP and HRO principles in complex environments.\nSkilled in risk assessment, investigations, and compliance.\nStrong communicator with influence across senior and contractor levels.\nBackground in high-risk sectors like rail and construction.\nEffective at building relationships and fostering continuous improvement.\nCommitted to integrity, ethics, and a strong safety culture.\nQualifications\nA diploma (or equivalent) in a relevant safety discipline or appropriate experience and knowledge\nLead Auditor for ISO 45001 and ISO14001\nLead Investigator Qualification\nAbility to pass a medical examination to prove fitness for work\nAt Hitachi Rail, we know that a diverse business is a sustainable business.
