Also coordinates major construction and renovation programs.\nIncumbent is guided by thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility.\nEssential Duties & Responsibilities:\nComputerized programs in Preventative/Corrective Maintenance, Construction, Financial Management, Energy Control and Renovations and Modifications\nPlans, organizes, and controls functions and activities of plant operations and maintenance of building equipment and renovations.\nReviews and evaluates existing programs, services, policies and procedures. Develops, recommends to Vice President and implements or guides implementation of new and/or modified programs, services, policies and/or procedures.\nMeets with Contracting Officer Representative (COR), administrative and supervisory staff, as well as community groups, agencies, contractors, architects and engineers to plan, organize, coordinate and/or communicate programs, services, policies and/or procedures.\nMonitors flow and quality of work to assure timely completion of workload and adherence to facility's standards and regulations.\nInsures adequate inventories of supplies and approved requisitions for equipment, supplies, etc., as authorized.\nPrepares and controls departmental budgets, including utilities energy savings program.\nPrepares and maintains a variety of departmental records and reports.\nManages and ensures compliance with State Health Department, EPA, DEP, ADA, OSHA, UST, etc.\nPerforms a variety of supervisory functions such as;\nAssigns work to staff.\nMonitors work performance and prepares and/or reviews performance evaluations for assigned personnel.\nSchedules and approves vacations and holidays.\nOrients new employees and provides on-the-job training to assigned personnel.\nResolves complaints and disciplines employees, as required.\nInterviews applicants and recommends qualified individuals for hire.\nInforms employees of salient features of facility's personnel and employee relations programs and answers questions regarding same or refers them to appropriate sources for additional information.\nPlans, coordinates, and monitors construction and development of physical facilities.\nReviews, evaluates, and recommends approval of plans for construction.\nAdvises on structural changes and additions and/or modifications to buildings.\nInterviews independent contractors to receive and analyze bids, including blueprint analysis of proposed changes.\nSubmits bids and recommendations to administration for consideration.\nServes as liaison with contractors, architects, engineers and material and equipment suppliers.\nNegotiates with outside vendors for preferred agreements.\nMay be responsible for ground maintenance and snow removal.\nResponsible for in-house fire response team.\nPerforms other services and duties, as delegated, and serves on a variety of facility\ncommittees as required by administration.\nQualifications:\nTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
