The incumbent works independently and requires infrequent supervision. Qualified instructors will have a strong foundation in cybersecurity policy and risk management to include not only teaching these concepts, but educational and working-level experience in cybersecurity policy and risk management.\nEssential Functions\nDesigns and presents hands-on instruction, lectures, and briefings on cybersecurity policy and risk management related topics.\nCoordinates facilities and classrooms for domestic and overseas training course delivery.\nSets up and operates equipment required in support of curriculum delivery.\nReviews course documentation, ensuring course material is up-to-date;\nAssists in the development and maintenance of IT/technical syllabi/curriculum/security lesson plans, administrative/self-study guides, and trainee reference manuals to cybersecurity policy and risk management courses.\nResponds to student inquires related to course content and Department standards and policy.\nFunctions as a Subject Matter Expert (SME) in his/her respective field(s).\nBackfills other instructors as required by the Program Office.\nAssists other staff members with their course preparation requirements, as directed by the Program Office.\nEmploys applicable Department of State security standards and other procedures to protect national security information.\nOperates U.S. government vehicles, when necessary, in the performance of assigned tasks.\nEscorts un-cleared personnel, when necessary.\nFrequent and/or extended U.S./foreign travel can be expected\nEmployee requires infrequent supervision and is expected to work independently according to established policies and accepted practice.\nCompetencies\nAttention to detail\nInterpersonal Skills\nKnowledge about area of expertise\nSupervisory Responsibility None required for this position\nWork Environment This job operates in a professional office environment. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.\nPosition Type/Expected Hours of Work This is a full-time position. Schedule and Hours of Work Teaching, testing, development, and program management take place based on the needs of FSI, Monday through Friday, 0615-1745 EST. A 45-minute lunch break is required for all contractors working five hours or more during the workday. The 45-minute lunch break must be taken between the hours of 1030 and 1400. A contractor authorized to work virtually from outside of the greater Washington D.C. area must be approved by the COR/ACOR. The Department of State’s workweek is Sunday through Saturday. At the Task Order level identified with in the SoW, on occasion training may be delivered remotely during the business hours of the locality where the students are located. The regional schedule work shall only apply for the duration of the training, after which the employee would revert to the regularly assigned schedule. Examples of potential regional schedules are listed below:\nWHA 13:00-20:00 UTC (9am-4pm EST)\nEUR/AF 8:00-15:00 UTC (4am-11am EST)\nNEA 5:00-12:00 UTC (1am-8am EST)\nSCA 3:00-10:00 UTC (11pm-6am EST) *\nEAP 1:00-8:00 UTC (9pm-4am EST) The regional schedules listed above are examples and remain subject to change as determined by program requirements and as directed\nTravel\nFrequent and/or extended U.S./foreign travel can be expected\nExperience\nMinimum of seven (7) years of relevant technical work experience, three (3) of which should include teaching or instructional duties\nPreferred Technical Certifications: ISC2’s Certification Authorization Professional, FITSP-Manager certification; Certified Information Systems Security Professional-Information System Security Engineering Professional (CISSP-ISSEP), Certified Information Security Manager (CISM), or Global Information Assurance Certification (GIAC); Preferred Experience: Working knowledge and application of the National Institutes of Standards and Technology (NIST) Special Publications 800-53rev 4/5, 800-37 rev 2, FIPS 199, and FIPS 200 or similar DOD and Intel frameworks. Prior experience with the Assessment & Authorization process desired but not required.\nCompletion of a recognized instructor development training course preferred; if none at entry on duty, must obtain the Certified Technical Trainer (CTT+) certification or complete the Department of State Training Tradecraft course (PD505) within 180 days of starting work.\nTwo (2) years as a Level One instructor preferred.\nAdvanced knowledge of current cybersecurity policy and risk management.\nStrong interpersonal skills and attention to detail;\nExcellent written and oral communication skills;\nMust possess a valid driver’s license and be able and willing to drive an official U.S. government van/sedan;\nProficiency in Microsoft Office Suite\nEducation\nMinimum of an Associate Degree in cyber security, computer science, information systems, or a related technical field.·\nAdditional Eligibility Qualifications\nStrong interpersonal skills and attention to detail.\nExcellent written and oral communication skills.\nStrong Microsoft Office Suite Skills.\nCompensation and Benefits:\nThe expected compensation range for this position is $115,000.00-$125,000.00 per year.
