Role Summary

The Director GA&PP Germany leads HP’s engagement with German federal ministries, parliament, regulators, public-sector institutions, industry associations, embassies and the wider policy ecosystem. The role shapes and executes Germany-specific advocacy strategies that protect and expand market access, strengthen HP’s position as a trusted technology partner, and translate political, regulatory and geopolitical developments into actionable business insight. The position combines classic government affairs with strategic business partnership, with particular focus on public-sector and defense opportunities, cybersecurity, AI, digital sovereignty, procurement reform, supply-chain resilience, sustainability and future-of-work policy. The selected candidate will be a member of the extended HP Germany leadership team as well as a member of the EMEA Government Affairs’ team (reporting to its leader).

This position is based in Berlin, Germany.

Key Responsibilities

Policy & Regulatory Strategy

  • Develop and execute GA&PP strategies specific to Germany, aligned with EU and global corporate priorities.

  • Monitor, analyse, and influence legislative, regulatory, and policy developments across relevant ministries, agencies, and local governments.

  • Anticipate policy, regulatory, and geopolitical risks in Germany and advise senior leadership on business implications.

  • Build advocacy plans on priority files including cybersecurity, AI and data policy, digital sovereignty, public procurement, defense, sustainability, circular economy, future of work, platform regulation and IP/SEP issues.

  • Translate policy developments into clear business impact assessments, issue-to-action plans and practical recommendations for leadership, sales, legal, compliance, communications and other internal stakeholders.

Government & Stakeholder Engagement

  • Build and maintain trusted relationships with German ministries, regulators, parliamentary stakeholders, public-sector institutions, cyber and procurement authorities, embassies, think tanks and industry bodies.

  • Represent HP in consultations, hearings, association committees, advisory groups, policy roundtables and senior stakeholder engagements.

  • Engage with industry associations, chambers of commerce, and think tanks to advance shared policy positions.

  • Prepare and support executive-level meetings and engagements for the Germany Managing Director and other senior executives, including briefing materials, talking points, stakeholder background, meeting objectives, follow-up notes and next-step management.

Public-Sector Market Access & Procurement Engagement

  • Support public-sector market access by aligning policy advocacy with public procurement priorities and frameworks in Germany.

  • Engage with procurement authorities and policy owners to improve understanding of government buying processes, digital transformation initiatives, and technology adoption priorities.

  • Partner with sales, legal, and compliance teams to ensure government engagement strategies support public-sector opportunities while maintaining strict compliance.

  • Provide early warning and market-access intelligence on procurement reform, security standards, certifications, supply-chain requirements, data/cloud sovereignty expectations and non-legislative barriers that may affect HP’s ability to compete.

Thought Leadership, Positioning & Ecosystem Building

  • Develop policy positions, briefing materials, and government submissions tailored to the German context.

  • Convene high-quality policy discussions, roundtables and executive engagements with government, public-sector, defense, cyber, embassy, industry and expert stakeholders.

  • Support executive-level engagement with senior government officials.

  • Develop positions and advocacy strategies on priority topics such as AI, future of work, cybersecurity, digital sovereignty and procurement.

  • Position the company as a credible, long-term partner to the German Government.

Internal Advisory & Coordination

  • Act as a trusted advisor to Germany leadership and regional/global stakeholders on public policy and government engagement matters.

  • Translate complex policy and procurement developments into clear, actionable business impact assessments.

  • Ensure alignment between Germany-specific positions and European & global corporate policy stances.

  • Act as a proactive contributor to the GA&PP team in Europe (EMEA) and worldwide.

Qualifications & Experience

  • Degree in law, public policy, political science, economics, business administration, international relations or a related discipline; or equivalent professional experience.

  • 10-15 years’ experience in government affairs, public policy, regulatory affairs, public-sector procurement, or related fields.

  • Demonstrated expertise in Germany’s political system, regulatory processes, ministerial and parliamentary dynamics, public procurement structures and stakeholder ecosystem.

  • Track record of senior-level engagement with government officials and public-sector stakeholders in Germany.

  • Strong political acumen, judgment, and ability to operate in a complex, matrixed multinational organization.

  • Excellent written and verbal communication skills in German and English; ability to produce clear briefings, policy submissions, executive talking points and business-facing impact assessments.

Preferred Background

  • Prior experience in technology, digital services, or other regulated industries.

  • Prior work in government, parliament, a regulator, public-sector procurement body, industry association, consultancy, think tank or policy advisory organization in Germany.

Knowledge, Skills & AI Acumen

  • Government affairs, public policy, regulatory and legislative processes, lobbying, and public-sector procurement.

  • Strong understanding of business strategy, technology policy files, economics, public-sector market access and stakeholder engagement.

  • Policy analysis and development, regulatory affairs, public affairs, and thought leadership.

  • AI and digital fluency: working knowledge of artificial intelligence and data-driven technologies, including AI governance, responsible AI, data protection, cybersecurity, cloud/edge computing and emerging German, EU and global AI policy frameworks; ability to translate developments into business and engagement strategies.

  • Program and project management capability in complex, cross-functional environments.

  • Interest / Capability in dealing with projects in DACH region and potentially Central Europe region.

  • Team player & open-minded approach.

Cross-Organizational Capabilities

  • Effective and persuasive communication with senior internal and external stakeholders.

  • Results orientation with strong judgment and learning agility.

  • Digital fluency and customer-centric mindset.

Impact & Complexity

The role impacts large functions and leads complex, cross-division initiatives involving senior leadership and external stakeholders, requiring innovative and pragmatic solutions within established corporate and public-sector frameworks.
