In practice, this means we are positive and inclusive about making adjustments, providing flexible working, encouraging our staff networks to flourish and providing personal and professional development opportunities.\nAs the Senior Policy & Process Manager you will lead the development, maintenance and continuous improvement of HS2's Cost Assurance system, including the policies, processes, governance arrangements and control framework that collectively provide confidence that costs are managed in line with Managing Public Money requirements.\nAbout the role:\nDevelop, implementation and maintain the Cost Assurance architecture, ensuring policies, governance arrangements, processes and controls operate as an integrated and coherent Cost Assurance control framework.\nEnsure the Cost Assurance framework supports compliance with Managing Public Money principles and provides evidence to support the Accounting Officer in discharging their responsibilities.\nDrive integration of Cost Assurance controls with wider organisational processes including Commercial, Finance, Project Controls, Risk and Counter-Fraud functions. \nDefine and clear assurance accountabilities and ensure effective integration between the Three Lines of Defence\nProvide expert advice and guidance to delivery teams, functional teams and supply chain partners on the application of policies and processes. \nMonitor legislative, regulatory and industry developments and ensure Cost Assurance frameworks remain compliant with relevant standards and obligations. \nIdentify opportunities for continuous improvement and drive implementation of enhancements that strengthen governance, efficiency and assurance outcomes. \nPromote simplicity and proportionality, ensuring Cost Assurance requirements are integrated into existing business processes wherever possible and avoid unnecessary duplication\nSupport the Head of Cost Assurance Strategy in delivering strategic objectives, governance requirements and departmental accountabilities.\nAbout you:\nSkills:\nStrong policy development and process design skills. \nAbility to map, analyse and improve complex end-to-end business processes. \nExcellent stakeholder engagement and influencing skills. \nStrong written communication skills with the ability to produce clear and concise documentation. \nAbility to develop and deliver training programmes and guidance materials. \nStrong analytical and problem-solving capability.\nKnowledge:\nGovernance, assurance and internal control frameworks. \nManaging Public Money principles and public sector assurance environments. \nUnderstanding of the Three Lines of Defence Assurance Models. \nCost assurance, commercial management and programme controls environments. \nPolicy and procedure development methodologies. \nUnderstanding of Integrated Management Systems and assurance processes.\nType of experience:\nExperience developing and implementing governance, policy and process frameworks within complex organisations. \nExperience working across multiple business functions to deliver process improvement and control enhancements. \nExperience gathering, analysing and translating business requirements into practical procedures and working instructions. \nExperience providing advice and guidance to senior stakeholders. \nExperience operating within Commercial/Finance/Cost Control in a large-scale infrastructure, construction, public sector or regulated environments.\nThe post-holder is expected to behave at all times in a manner consistent with the HS2 values of Safety, Leadership, Integrity and Respect\nIt is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.\nAs HS2 Ltd do not hold a sponsorship license from the Home Office, we are not able to provide sponsorship to any applicant.
