In practice, this means we are positive and inclusive about making adjustments, providing flexible working, encouraging our staff networks to flourish and providing personal and professional development opportunities.\nAs the Senior Programme Manager you will lead the delivery, coordination and continual maturation of HS2's Cost Assurance Strategy, ensuring strategic initiatives, organisational change, capability development and improvement activities are effectively governed, integrated and delivered across the Cost Assurance System.\nAbout the role:\nLead the development and measurement of Cost Assurance capability and maturity, identifying opportunities for continuous improvement and organisational learning\nOwn and manage the Cost Assurance programme of activity, including programme planning, scheduling, tracking, reporting and RAID management\nMonitor and report the outcomes and benefits of Cost Assurance activities, demonstrating improvements in cost confidence, assurance effectiveness and organisational capability\nDevelop and maintain integrated delivery plans that align Cost Assurance activities with strategic objectives and business priorities\nLead programme governance activities, ensuring effective monitoring and control of progress, risks, issues, dependencies and actions across all workstreams\nProduce regular programme reporting and performance updates for senior stakeholders, providing insight into delivery status, risks and key achievements\nCoordinate workstream leads to ensure activities are appropriately planned, resourced and delivered to agreed timescales\nDevelop and coordinate communications and stakeholder engagement activities to support the successful implementation and adoption of Cost Assurance initiatives across HS2 and the supply chain\nManage programme KPIs and performance measures, providing analysis and recommendations to improve delivery outcomes\nLead programme-level risk management activities, ensuring threats and opportunities are identified, assessed and managed proactively\nAbout you:\nSkills:\nStrong programme and project management capability\nAdvanced planning, scheduling and programme controls skills\nExcellent stakeholder management and influencing abilities\nStrong communication and presentation skills\nAbility to coordinate multiple workstreams, priorities and stakeholders\nStrong analytical and problem-solving skills\nAbility to develop meaningful performance measures and reporting frameworks\nEffective facilitation, negotiation and organisational skills\nKnowledge:\nProject and programme management methodologies and best practice\nUnderstanding aligned to APM Project Manager (Advanced) level or equivalent programme delivery experience\nKnowledge of programme controls, governance, risk management and benefits management\nUnderstanding of business change, organisational transformation and continuous improvement principles\nKnowledge of assurance, commercial or infrastructure programme environments\nType of experience:\nExperience managing complex programmes or portfolios across multiple functions and stakeholder groups\nExperience of the full project lifecycle, including planning, mobilisation, implementation, monitoring and closure\nExperience developing and maintaining programme plans, governance arrangements and performance reporting\nExperience managing strategic risks, issues and dependencies\nExperience gathering and analysing information from a range of stakeholders to support decision making and programme delivery\nExperience within Commercial/Finance/Cost Control/Programme Controls in major infrastructure, construction, public sector or regulated environments is desirable\nThe post-holder is expected to behave at all times in a manner consistent with the HS2 values of Safety, Leadership, Integrity and Respect\nIt is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.\nAs HS2 Ltd do not hold a sponsorship license from the Home Office, we are not able to provide sponsorship to any applicant.
