The role is responsible for proactively monitoring, identifying and assessing new opportunities that HS2 can exploit to promote value creation. The role supports the development and delivery areas by developing an integrated view of risk and opportunity across the programme, identifying trends, and creating risk and value management strategies. It is also responsible for helping the business gain an integrated view of Quantified risk & opportunities including identifying opportunities and suggesting risk management and mitigation strategies to leadership.\nAbout the Role\nDevelopment of an integrated view of risk and opportunity across the assigned business unit.\nImplement comprehensive risk management and mitigation policies, processes, and standards to ensure a consistent approach to risk across the programme. This involves leveraging industry best practices and driving continuous improvement in risk management strategies.\nIdentify and assess key value drivers within the organisation, understanding factors contributing to value creation, and using this to identify opportunities.\nEnsure the consistent and effective application of risk management policies and processes across the programme and throughout its lifecycle. This includes providing guidance to teams and supporting the joint evaluation of risks by Project Controls and the supply chain to establish a thorough risk profile.\nMeasuring and monitoring the creation and delivery of opportunities within the organisation. This involves establishing metrics and performance indicators to track value generation and ensuring that the organisation is on track to achieve its goals.\nSupport the evaluation and reporting of risks to inform decision-making, including periodic performance and risk reporting to ensure that leaders have the necessary information for informed risk management, risk sharing, and contingency management decisions.\nProvide guidance and advice on risk management to development and delivery areas across the organisation, ensuring that teams have the necessary support and understanding of risk management data to make informed decisions.\nQuantitatively analyse the risk exposure of threats, opportunities, and issues that could affect the programme's objectives. This involves support to statistical modelling of identified risks in quantitative terms of cost, time, and other categories of risk, ensuring that the inputs to quantitative risk models are robust and auditable.\nProduce scenarios for risk exposure over time and analyse these relative to contingency provisions.\nSupport and guide other teams in the use and understanding of risk management data and the identification and assessment of new opportunities.\nProvide functional line management, performance management, and objective setting support to direct reports.\nActively promote and embed Equality, Diversity and Inclusion (EDI) within your working team. Ensuring all your direct reports are supported and encouraged to fulfil their duties effectively, embedding a positive risk management culture.\nAbout You\nSkills\nClear Direction - Prioritising objectives, analysing inputs, assessing and assessing data, contributing to the definition of strategies and supporting rationales. Ability to direct the team on the actions needed to manage and mitigate any critical issues.\nComplex problem solving - Ability to assimilate large volumes of detail, drawing out the key issues in a clear and concise way, suitable for internal stakeholders.\nPrioritisation - able to manage and plan multiple workstreams to best fit business needs.\nDecision Quality - Gathering and synthesising information, identifying options and applying judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.\nCommunication risk & opportunity concepts and information in a way that is easily understood by a range of senior colleagues and stakeholders.\nAbility to contribute to the definition of processes to enable the effective financial management of risk and opportunity.\nAbility to train the team in the approved processes.\nAbility to assure that the team are adhering to the approve processes and to lead the team in continuous improvement efforts to improve team efficiency and effectiveness.\nKnowledge\nKnowledge of Project Controls with specialism in Risk and Opportunity Management processes\nUnderstanding of programme delivery\nKnowledge of the risk and opportunity environment in large infrastructure projects\nKnowledge and understanding of how to quantitatively and qualitatively assess complex and integrated construction and commissioning work\nType of Experience\nExperience of operating effectively as a middle manager, undertaking significant programmes of work which are subject to external scrutiny.\nExperience of developing a team within a major project or programme.\nExperience of reporting to internal senior stakeholders on risk management, including assimilating complex information into simple and easy to understand management information.\nExecution: Stretching the performance of people with a wide range of skills and capabilities.\nExperience of enacting approved systems and processes to support the achievement of business goals.\nExperience of project/programme risk management role within large scale, complex project.\nExperience of integrating an extended supply chain with a client risk and opportunity register.\nRisk Management qualification such as the Institute of Risk Management (IRM) or the Association of Project Management (APM).\nExperience of using risk management systems such as Xactium and Oracle Primavera Risk.\nWe ask for a variety of detail in your online application, however we perform the first assessment of suitability for a role based solely on the information in your CV.
