Under the direction of the Business Intelligence Architect and other senior DSAA leaders, this position collaborates directly with analysts, data scientists, project leaders, and QIO staff. The role’s primary focus is creating, enhancing, and supporting QIO dashboards in Amazon QuickSight, with opportunities to use Tableau for other visual analytics initiatives.\nDescription\nThe BI Developer II is a key contributor to federal analytic work supporting HSAG’s Quality Improvement Organization (QIO) contract. The primary responsibility of this role is to create, enhance, validate, document, and maintain dashboards in Amazon QuickSight within the secure CMS data environment. The successful candidate must be able to translate business and contract requirements into clear, accurate, and actionable dashboard experiences for QIO stakeholders.\nData incorporated into these dashboards may include, but are not limited to:\nmedical and prescription drug claims\nskilled nursing facility (SNF) home minimum data set (MDS) data\ncase review\nfacility self-reported\ndemographics\nQIO operational data\npublicly reported data (e.g., Care Compare)\nsurvey and certification data\nEssential Competencies, Duties and Responsibilities\nServe as an integral member of HSAG’s Data Science & Advanced Analytics division.\nWork with HSAG staff, CMS stakeholders, and other customers to elicit, document, and refine dashboard requirements.\nDesign, develop, test, deploy, document, and maintain Amazon QuickSight analyses, datasets, reports, and multi-level dashboards in the CMS environment.\nDevelop efficient, intuitive QuickSight dashboard navigation, drill-downs, filters, parameters, calculations, and role-appropriate views.\nApply data validation and quality-control procedures to confirm that dashboard measures, calculations, labels, and visualizations accurately reflect approved specifications.\nMaintain dashboard version documentation and support controlled promotion of dashboard changes in accordance with CMS and HSAG processes.\nCreate and maintain Tableau dashboards or visualizations for other assigned HSAG work, as needed.\nDesign and implement proof-of-concept solutions and advanced BI visualizations, applying effective data visualization and dashboard usability practices.\nUse approved data sources and reporting tools to validate dashboard measures, investigate data issues, and support ad hoc analysis.\nDesign, develop, and automate end-to-end ETL solutions using dynamic SQL to perform file validation, manage staging-to-production pipelines, and prepare large-scale datasets for QuickSight dashboards and other BI solutions.\nArchitect and implement complex business rules within the SQL environment to ensure data transformations meet rigorous contract and project specifications.\nLead data quality management by developing SQL-based validation frameworks and implementing automated corrective actions to resolve data anomalies.\nAuthor and maintain comprehensive technical documentation, including dashboard documentation, data definitions, data mapping, ETL workflow diagrams, user guidance, presentations, and related project materials that help ensure data are secure, accurate, and accessible.\nProvide advanced technical support and troubleshooting to HSAG staff, stakeholders, providers, and contractors regarding QuickSight dashboards, data, access, and functionality, as well as data gathering, database design, and dissemination activities.\nOversee the technical User Acceptance Testing (UAT) process to validate that data loads, dashboards, and system outputs meet customer and budget requirements; document findings, resolve defects, and support production readiness for dashboards.\nManage the full dashboard and data project lifecycle, ensuring timely delivery of high-quality products that align with project schedules, QIO contract requirements, security expectations, and milestones.\nCollaborate with other HSAG departments to troubleshoot project activities and provide data support services for complex customer research issues.\nStay current on emerging QuickSight capabilities, database structures, ETL technologies, and analytic methodologies, communicating relevant advancements to the team to improve internal data infrastructure.\nCommunicate complex technical and analytic topics clearly through written documentation, demonstrations, and oral presentations.\nEducation and/or Experience\nBachelor’s degree in computer science, computer information systems, or a quantitative discipline; Master’s degree preferred.\nAt least 3 years of hands-on experience designing, developing, and maintaining visualization solutions in Amazon QuickSight is required. Candidates must demonstrate practical QuickSight expertise, including experience creating analyses, dashboards, calculated fields, filters, parameters, and interactive visualizations.\nFamiliarity with Tableau dashboard development is required to support additional HSAG visual analytics work; hands-on Tableau development experience is preferred.\nAt least three (3) years of experience with ETL processes in a Microsoft SQL Server environment is required.\nAt least three (3) years of data warehousing experience is required.\nExperience gathering and refining requirements and interviewing business users to understand and document data requirements is required.\nStrong attention to detail and experience documenting business and technical requirements based on user interviews are required.\nExperience with Microsoft SQL Server, SSIS, SSAS, Power BI, and Databricks is preferred.\nOther Qualifications\nExperience working with healthcare data, Medicare data, claims data, quality improvement data, or other regulated data is strongly preferred.\nProficient in Microsoft Word and Excel.\nExcellent verbal and written communication skills.\nAbility to handle several projects simultaneously and work with multiple teams.\nCMS Access and Security Requirements\nThis position requires access to CMS data systems and secure computing environments. As a condition of performing assigned QIO work, the selected candidate must successfully complete all required CMS vetting, identity verification, background investigation, security, privacy, and access-authorization processes applicable to the role.\nThe employee must maintain eligibility for CMS system access, complete required security and privacy training, comply with CMS and HSAG policies for handling sensitive information, and promptly provide documentation or information needed to establish and retain access.\nEmployment in the role and assignment of CMS-related duties are contingent upon obtaining and maintaining the required CMS approvals and system access.
