The role requires proven strength in both construction project management/team leadership and quantity surveying (including personal preparation of BoQs and cost estimates), to deliver projects on time, within budget, and to a high standard, in compliance with statutory, donor, and organizational requirements.\n\nKEY RESPONSIBILITIES\n\nStrategic Infrastructure Leadership\n\n• Lead HPF's infrastructure strategy and set construction policies, standards, and procedures.\n\n• Develop standardized designs, specifications, and BoQs for education and community projects.\n\n• Advise senior management on infrastructure investments, risks, and budgets.\n\nProject Planning & Management\n\n• Manage the full project lifecycle, from needs assessment to commissioning and handover.\n\n• Develop implementation plans, schedules, budgets, procurement plans, and risk registers.\n\n• Track scope, schedule, cost, and quality; produce reports, forecasts, and corrective action plans.\n\nQuantity Surveying & Financial Management\n\n• Prepare and review BoQs, cost estimates, valuations, and payment certificates.\n\n• Monitor expenditure against budgets and enforce cost controls for value for money.\n\n• Evaluate contractor claims, variations, and extension-of-time requests.\n\nProcurement & Contract Management\n\n• Lead feasibility studies, site assessments, and tender preparation.\n\n• Work closely with the tender committee on bid evaluations, contractor selection, and negotiations.\n\n• Administer contracts, variation order controls, and consultant and contractor performance.\n\nConstruction Supervision & Quality Assurance\n\n• Conduct site inspections and technical audits; certify completed works and milestones.\n\n• Verify materials, workmanship, and compliance with specifications and building regulations.\n\n• Identify defects and non-conformities and ensure corrective action.\n\nHealth, Safety & Environment (HSE)\n\n• Implement HSE procedures and ensure OHS compliance on all sites.\n\n• Monitor safety performance, investigate incidents, and promote a safety culture.\n\nStakeholder & Donor Engagement\n\n• Represent HPF with contractors, government agencies, communities, schools, and partners.\n\n• Prepare infrastructure updates for donors, management, and boards.\n\n• Support fundraising with budgets, concept designs, and technical proposal inputs.\n\nTeam Leadership\n\n• Lead, mentor, and appraise Project Engineers and technical staff.\n\n• Set KPIs and foster accountability, quality, and continuous improvement.\n\nQUALIFICATIONS & EXPERIENCE\n\nBachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, Building Economics, or a related field, AND demonstrated construction/project management training or equivalent practical grounding in both QS technical work and project/team leadership.
